Job Summary

The Utility Services Manager plans, organizes and supervises the day-to-day operations of the City’s Utility Services Department. This position supervises department staff, manages the billing and collection activities for City water, sewer and sanitation services, and develops and implements policies and procedures. This position reports to the Finance Director.

Essential Job Duties

• Supervises, directs and evaluates assigned staff, processing employee concerns and problems, assigning and directing work, counseling, disciplining, and completing employee performance appraisals; provides guidance and direction; ensures staff receives appropriate training and development.
• Manages day-to-day operations of the Utility Services department; supervises the receiving, preparing and processing utility service bills; the reading, installing and maintaining meters; the call center; delinquent terminations of water services; water bans; water theft; and the coordination of joint activities with other departments.
• Develops and implements policies and procedures for the department; assesses programs and services; and implements procedural and operational changes as needed; keeps supervisor informed of significant issues, needs, and problems pertaining to utility service programs.
• Develops and administers departmental budget; monitors expenditures against approved budget; and maintains accurate records of all financial transactions.
• Plans, allocates, and monitors equipment and staff activities; evaluates needed resources; and requests new supplies and equipment as needed.
• Administers the City’s Commercial Sanitation contract; sets up new accounts; assists customers in identifying needed services; prepares and mails sanitation bills; and collects payments for same.  Serves as primary contact for contract and service-related questions.  Resolves complaints regarding contractor services.
• Prepares letters, correspondence and other program related documents; responds to complaints regarding staff and/or services; Provides assistance, policy interpretation and other program information to customers, contractors, vendors and the general public.  Makes justifiable adjustments to customer bills.
• Prepares specifications and other bid related information for the purchasing of new equipment. Reviews invoices and signs payment vouchers.
• Prepares worker compensation claims and related documentation; prepares accident reports; and investigates incidents to identify corrective and/or preventive measures.
• Ensures all work activities comply with local, state, and federal regulatory standards, ordinances, laws and requirements.
• Receives and/or prepares a variety of administrative forms pertaining to department operations including payroll documents, contracts, invoices and budget revisions; and reviews, approves, and/or submits documents for processing.
• Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
• Ensures all work activities comply with local, state, and federal regulatory standards, ordinances, laws and requirements.
• Receives and/or prepares a variety of administrative forms pertaining to department operations including payroll documents, contracts, invoices and budget revisions; and reviews, approves, and/or submits documents for processing.
• Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

 Minimum Requirements of Position

• Associate’s degree in business administration or a related field, supplemented by 5 years of progressively responsible experience in customer service, billing and collections or related field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

 Preferred Qualifications:

• Prior government utility experience preferred.
