Listing Summary

The City of Stockbridge in Henry County is seeking a full-time Procurement Clerk. Stockbridge is a diverse city of approximately 29,000 residents located just 15 minutes south of Hartsfield-Jackson Atlanta International Airport. The city operates with a staff of approximately 80 full-time employees and a combined operating and capital budget of $22 million. The City serves an area of 13.31 square miles. The City is financially healthy, has no city property taxes and is funded primarily through local option sales tax revenues and other tax revenues and fees.

This is an administrative non-exempt position responsible for assisting in the procurement of goods and services needed by the City using competitive bids and to provide clerical, administrative support for the division.  This position will be responsible for assisting with all aspects of formal and informal procurement and contracting activities related to the acquisition of goods, commodities, equipment, technology and services for the City of Stockbridge. This position reports to the Procurement Manager. 

Major Duties:

  • Drafts and sends contract renewals using provided templates. Ensures timely execution to avoid disruption of service. Performs levels of purchasing & contracting activities associated with requests for commodities / services.
  • Provides daily / strategic consultation to facilitate procurement & contracting decisions / project planning services / development of requirements / scopes of services for all related projects.
  • Performs procurement efforts utilizing statutory guidelines / policies / procedures / best business practices.
  • Interfaces with organizational levels to accomplish City procurement & contracting objectives with goal of optimizing procurement challenges / implementing process improvements / initiating cost savings measures.
  • Develops solicitation documents to include:
  • Invitations to Bid (ITB)
  • Requests for Proposals (RFP)
  • Requests for Information (RFI)
  • Requests for Qualification (RFQ)
  • other solicitation documents
  • Coordinates & facilitates all project meetings / helps prepare evaluation criteria & processes / advises project teams on acceptable processes / coordinates other formalized process activities required to complete project.
  • Performs formal bid statute guided processes such as: advertisement, schedule & addenda posting, bid opening, evaluation, tab preparation, notification of award.
  • All other duties as assigned by manager within the division.
  • Performs related duties as required.

  • Skills in operating of assigned equipment.
  • Ability to establish and maintain effective working relationships with other employees and vendors; ability to organize items by broad and specific classifications.

  • Ability to maintain accurate records with some knowledge of mathematical conversions.

Supervisory Controls:  The Purchasing Manager assigns work.  Work is reviewed for accuracy, nature and propriety of the results.    

Supervisory and Management Responsibility:  None.

Guidelines:  Guidelines include departmental and safety policies and procedures and supervisory instructions.  These guidelines are clear and specific but may require some interpretation in application.

Complexity:  This is administrative and technical work that consists of related inventory control duties. 

Scope and Effect:  The purpose of this position is to supervise the receipt and distribution of materials and supplies to City departments and maintain the inventory management system utilizing computer software.

Personal Contacts:  Contacts are typically with co-workers and vendors.

Purpose of Contacts: Contacts are typically to exchange information and provide services.

Physical Demands:  The work is typically performed with the employee intermittently sitting, standing, walking, bending, crouching or stooping.  The employee must frequently lift light and heavy objects, equipment and materials, climb ladders, and use tools or equipment requiring a moderate degree of dexterity.   Must be able to lift 10lbs or more.

Minimum Qualifications:  High School Diploma or equivalent with three (3) years or experience in purchasing, procurement or any combination of equivalent experience and training that would provide the required knowledge, skills, and abilities may qualify; Must be proficient in Microsoft Office Suites.  Licenses: Valid Georgia Class C Driver's License.  Certifications Required: None.

Hiring Salary range:  $25,465.44 to $39,471.43 (based on experience)
