Purchasing & Projects Administrator

Rate of Pay:  $46,176 - $53,102

 

JOB SUMMARY:  This position performs purchasing administration, project administration and vendor management duties in support of County operations.

 

DUTIES:

  1. Administers the bid and proposal process for the purchase of goods and services.
  2. Oversees and assists with miscellaneous County projects.
  3. Communicates and coordinates with other County departments and outside entities.
  4. Organizes meetings and presentations as related to bid and proposal process (may include catering and/or AV technology requirement).
  5. Processes monthly pay applications/invoices as related to bids and proposals.
  6. Creates and maintains complete project files for audit and archival purposes.
  7. Maintains files for: landfill post-closure reports, building warranty/O & M manuals for various county buildings, and drawings for roads, stormwater, sewer, and building construction projects.
  8. Supervises central purchasing and the requisition/purchase order process.
  9. Maintains annual E-verify records for state audit purposes.
  10. Handles vendor management and contract management.
  11. Maintains vendor insurance records.
  12. Coordinates the County Employee Technology Policy and other pertinent information with outside vendor (RTC).

 

EDUCATION/EXPERIENCE

  1. Baccalaureate degree in a course of study related to the occupational field required.
  2. More than two years of related experience required.
  3. Previous government experience preferred.

 

KNOWLEDGE, SKILLS AND ABILITY:

  1. Knowledge of County facility and of the project.
  2. Knowledge of computers, job related programs and equipment.
  3. Knowledge of printing processes and options.
  4. Knowledge of County departments and other county information.
  5. Knowledge of state and local purchasing policy and laws, construction, and SPLOST procedures and laws.
  6. Knowledge of general bid and proposal documentation.
  7. Skill in interpersonal relations.
  8. Skill in supervision.
  9. Skill in oral and written communication.
