Pickens County Government has an opening for Finance Director.
This position is responsible for the accurate accounting of Pickens County’s financial records in conformance with GAAP, budget development and implementation, monitoring revenues and expenditures, providing timely reporting to departments, managing and accounting for Pickens County’s property and fixed assets and facilitating the annual audit.
Prepares financial and specialized reports for the annual audit; reviews reports prepared by staff for accuracy, timeliness, and compliance with audit standards and state requirements; assists external auditors in the timely completion of the county's annual audited financial statements by providing data and responding to inquiries.
Supervises, assigns and evaluates the work of department personnel; oversees operations of the Finance Department, the county financial accounting system, and the chart of accounts; oversees the development, implementation and review of accounting procedures.
Develops the county's operating budget and CIP; analyzes budget requests from all departments; coordinates and conducts budget meetings with elected officials, department heads, and the Board of Commissioners.
Maintains the General Ledger; reviews and posts all accounts payable voucher and cash disbursement transactions; prepares and posts journal entries to the General Ledger; reviews all accounts receivable, cash receipts, and cash collections transactions posted to the General Ledger.
Supervises the monthly reconciliation of bank accounts to the General Ledger.
Distributes monthly budgetary finance reports to elected officials and department heads; provides detailed information as needed; responds to inquiries and prepares budget transfers as needed.
Prepares the county's five-year history of levy using annual tax digest information; calculates tax levies and determines millage rate requirement for approval by the Board of Commissioners; ensures that all advertisement and public hearing requirements are met.
Prepares and analyzes revenue forecasts for budgeting and management decisions.
Develops and implements financial policies and procedures; assists in developing long- and short-term goals, plans and objectives for the county.
Develops an annual operating budget for the Finance Department; monitors departmental expenditures.
Monitors expenditure levels of all county departments for compliance with budgetary and financial policy.
Maintains current knowledge of applicable laws and regulations pertaining to government finance; attends training conferences and workshops required to maintain certification.
Compiles financial information for judicial grant programs; processes reimbursement requests for the three-county judicial circuit.
Maintains county property and liability insurance; ensures coverage for equipment or fleet additions.
Maintains the county's fixed asset schedule; updates as needed; verifies capital asset reports and depreciation schedules for auditors prior to annual report.
Performs related duties.
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Ability to be bonded.
