JOB SUMMARY

 

This position is responsible for planning, organizing, and directing the financial operations of the Town government in accordance with standards established by GAAP and GASB.

 

QUALIFICATIONS (MINIMUM)

 

Bachelor’s degree in Finance, Business/Public Administration, or related field required and 3 years related accounting experience.

 

Valid GA driver’s license

 

Demonstrated ability to communicate clearly and concisely in oral and written form.

 

Demonstrated ability to type and possession of computer skills.

 

DESCRIPTION OF DUTIES

 

  • Oversees overall financial administration and supervises utility billing
  • Process bi-weekly payroll and accounts payable
  • Set-up new employee files and performs employment eligibility verification
  • Plans, coordinates, and organizes financial audits and serves as liaison with external auditors
  • Directs and assist in the preparation of a comprehensive annual financial report and payroll audit
  • Directs and assist in development of departmental budget and monitor expenditures
  • Directs purchasing for the Town
  • Attends council meetings, workshops, and council committee meetings as needed
  • Advise town staff and Mayor and Council regarding financial, budgetary, and debt issuance policies
  • Prepares monthly financial reports
  • Performs other related duties as assigned

 

KNOWLEDGE DESIRED

 

  • Knowledge in modern office equipment, methods, and procedures
  • Knowledge in Word, Excel, and general office equipment and filing systems
  • Knowledge of the principles and practices of governmental accounting
  • Knowledge of municipal auditing principles and practices
  • Ability to learn departmental programs, policies, and procedures
  • Skill in oral and written communication with correct English usage, grammar, spelling and punctuation

 

GUIDELINES


Guidelines include IRS regulations, Georgia Department of Revenue Regulations, Georgia Department of Labor Regulations, and generally accepted accounting principles. Guidelines include the Town of Thunderbolt Personnel and Procedures Manual, federal and state laws.

 

COMPLEXITY

 

The work consists of varied management and supervisory duties. Strict regulations and technological barriers contribute to the complexity of the work.

 

SCOPE AND EFFECT

 

The purpose of this position is to provide administrative support for the operations of Town government. Success in this position contributes to the efficiency and effectiveness of Town operations.

Contacts are typically with accountants, bankers, auditors, supervisor, co-workers, other Town personnel, elected and appointed officials, vendors, and members of the general public.

Contacts are typically to provide services, to give or exchange information or to resolve problems.

 

PHYSICAL DEMANDS

 

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
