PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform responsible, professional, and administrative work in designing “in-house” engineering projects and overseeing the design and construction of development in the unincorporated areas of Houston County.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Participates in the concept development phase for medium to large scale projects.
Consults with and advises County Engineer in planning, scheduling, budget management, quality control, public relations, and safety control of civil engineering projects.
Perform all duties associated with the design of in-house design projects.
Keeps the County and developers compliant with the most current state and federal regulations relating to land development.
Performs, supervises, and oversees all plan review for development taking place in the unincorporated areas of Houston County.
Supervises and advises Civil Engineer and Civil Engineering Technician.
Provides technical assistance to Public Works Crews as needed.
Assist County Engineer in department administration.
Coordinates with various local, state, and federal agencies as related to projects.
Performs design and cost estimates for Capital Improvement Projects.
Performs cost-benefit and feasibility studies on potential projects and makes recommendations to County Engineer.
On behalf of the department, makes recommendations to the Houston County Planning & Zoning Board.
Manages large-scale projects to ensure that budgets and quality assurance is met.
Meets with property owners and discusses possible solutions to their problems.
Acts as technical advisor to County Engineer.
Stays current with latest design techniques for civil engineering.
Performs other related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the principles and practices of civil engineering and surveying; ability to manage all aspects on Civil Engineering Projects; thorough knowledge of Civil Engineering, Transportation, Public Works, and Water Distribution; considerable knowledge of public works construction methods and practices; thorough knowledge of project accounting; knowledgeable of and proficient at civil engineering drafting and design software; good communication skills; ability to read and interpret engineering plans and specifications; ability to perform basic mathematical calculations involving construction material quantities and cost accounting; ability to maintain good
working relationship with fellow employees, contractors, and the general public; must possess a valid Georgia
High school diploma or GED required; Bachelor of Science in Civil Engineering, Civil Engineering Technology, or Environmental Engineering; registration in Georgia as a Professional Engineer or Land Surveyor or must obtain registration within six months.
TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be able to operate a variety of machinery and equipment including a computer, calculator, telephone, transit, automatic level, planimeter, scale, and drafting tools. Physical demand requirements are at levels of those for heavy work.
DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, maps, plats, blueprints, drawings, construction plans, diagrams, legal code books, policy manuals, procedural manuals, and reference manuals.
INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, civil engineering and construction-related information, including giving assignments and/or directions to co-workers or assistants as well as communicating with elected officials and the general public.
LANGUAGE ABILITY: Requires ability to read a variety of legal, civil engineering and construction-related documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write complex job-related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
INTELLIGENCE: Requires the ability to learn and understand complex legal, civil engineering and construction-related principles and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide totals; determine percentages; determine time and weight; and interpret statistical data.
FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.
COLOR DIFFERENTIATION: Requires the ability to discern color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
