CLASSIFICATION TITLE:PLANNER II PURPOSE OF CLASSIFICATION The purpose of this classification is to provide intermediate-level technical and planning support services; employees assigned to this class may specialize in a particular subject matter or discipline with regard to urban planning, such as land use, transportation, and/or transit planning.
ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Drafts and recommends changes and updates to land use regulations; drafts and recommends changes to the Comprehensive Development Plan, Zoning Ordinance, and Subdivision Regulations. Prepares Transportation Improvement Program and Long Range Transportation Plan; coordinates transportation planning activities with those of other departments, outside agencies and other organizations.
Researches, evaluates, and analyzes existing and proposed transportation/transit policies and specialized transportation/transit problems. Provides training, assistance, advice and technical expertise to staff members on planning and development issues. Reviews and makes technical recommendations on planning and development activities as assigned. Prepares program budgets; monitors expenditures and analyzes expenditures to make the most efficient us of adopted budget. Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary. Communicates with supervisor, employees, city departments, inspectors, utility representatives, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Attends/participates in professional group meetings as appropriate; serves on committees as needed; makes speeches or presentations; performs public information activities as outlined in the Unified Planning Work Program. Responds to routine requests for information or assistance from employees, officials, the public, or other individuals.
Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; prepares and/or completes various forms, correspondence, reports, drawings, charts, maps, reimbursement reports, annual reports, grant applications, and other documents; distributes/submits documentation as appropriate; maintains file system of departmental records.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS Operates a motor vehicle in performance of duties. Performs other related duties as required.
MINIMUM QUALIFICATIONS Bachelor’s degree in Urban, Regional, or Transportation Planning, or closely related field required; additionally, three (3) years previous experience in some aspect of research and problem solving relative to urban planning; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia Driver’s License.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights and measures. Functional Reasoning: Requires ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable. COMPLIANCE Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odors, depth, texture, and visual cues or signals. Some tasks require oral communications ability. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, or temperature extremes.
