Purpose of Classification:

The purpose of this classification is to plan, organize, and direct water and wastewater engineering and technical services for the DeKalb County Department of Watershed Management by providing engineering, technical services, asset management, and related support for water and wastewater operations, capital improvement programs, and the consent decree program.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages assigned staff; establishes workloads; prioritizes work assignments; evaluates employee performance; makes hiring decisions; resolves employee issues; and administers disciplinary actions as required.

Directs and oversees engineering, inspections, Geographic Information System (GIS), asset management, and related technical services and support for a vast water and wastewater collection/distribution and treatment system; oversees engineering services for operations division, consent decree program, and capital improvements program; provides guidance and support to subordinate managers; ensures regulatory compliance and application of sound engineering principles; and assists in determining solutions in highly complex engineering problems.

Plans, directs, and administers capital improvement program, to include project planning, design, and completion; oversees a large staff of engineers, inspectors, technicians, and outside consultants engaged in design and review of renovation and construction projects; reviews weekly progress/status reports; and visits project sites.

Oversees Consent Decree Management and regulatory compliance activities.

Conducts long-term watershed planning and forecasting.

Conducts administrative management and organizational planning; evaluates, develops, and implements new systems, technologies, policies, and procedures; develops, defends, and administers budgets; makes determinations regarding purchasing, outsourcing, staffing, allocation of resources, and operational improvements; reviews and approves financial, HR, and administrative requests; develops short- and long-range goals; communicates organizational changes; and evaluates departmental performance according to metrics and goals.

Collaborates with the Director of Watershed Management, County administration, Board of Commissioners, regulatory agencies, consultants, other County departments, public works associations/districts, legislative committees, or other groups to plan, coordinate, and problem solve water and wastewater infrastructure projects.

Responds to emergencies or security/safety situations.

Prepares formal reports and presentations.

Minimum Qualifications:

Bachelor’s degree in Civil, Environmental Engineering or a related engineering degree (Master’s degree preferred); ten years of progressively responsible experience in water/wastewater engineering, with three years of senior management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license. Must possess and maintain licensure as a Professional Engineer.
