Job Summary

Develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plans; Calculates cost estimates and identifies resources needed for projects; provides technical assistance throughout the project. Participates in bid preparation, contractor selection acts as County liaison for capital projects working with contractors, citizens, and County staff to complete projects.

Reviews the work of contracted engineers, surveyors, and other project personnel; confers with contractors to make design modification necessary to conform with regulatory and project requirement; and approves the designs as appropriate.

Monitors and updates project schedules and established timelines; reviews project progress reports submitted by contractors; schedules inspections to ensure compliance with all regulatory requirements.

Communicates with supervisors, employees, other departments, inspectors, contractors, engineers, utility companies, local/state/federal agencies, the public and outside agencies as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Assists in the management of projects during design and/or construction phases; reviews plans, conducts and/or attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiates the appropriate solutions; assists with field decisions and recommends change orders as appropriate; prepares, reviews change orders for changes to contracted scope of work; reviews and recommends Pay Applications, monitors adherence to project schedules; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; and facilitates project acceptance with other County departments or government agencies.

Reviews engineering design submittals and associated bid documentation.  Assesses construction work ensuring the project is constructed in accordance with the approved detailed plans and specifications.

ADDITIONAL FUNCTIONS

Operates a motor vehicle to conduct site visits or other work activities.

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.
 

Minimum Qualifications

Requires a Bachelor’s degree from an accredited college or university in Civil Engineering, Engineering Technology, Construction Management, or related field; supplemented by four (4) years’ experience in municipal capital improvement projects, civil engineer design of highways, intersections, bridges, etc.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must possess and maintain a valid Georgia driver’s license.  Familiarity with Georgia Utilities Permitting System (GUPS) and working knowledge of the Utility Accommodation Policy and Standards preferred.

  • Level 1B Advanced Fundamentals GSWCC red card certification or Level II Designer certification to be obtained within six (6) months from date of hire.
  • Working knowledge of National Incident Management System and Call Before You Dig (811).
