The City of Harlem in Columbia County is accepting applications for the position of City Manager.  This highly responsible position involves managing the City’s services, programs and operations based on adopted City policies and on directives from the Mayor and City Council.  Work involves managing the daily operations of the local government; presenting staff policy recommendations to the Mayor and City Council and implementing approved programs and services.  Duties include providing professional staff support to the Mayor and City Council and serving as the City’s personnel officer.  The incumbent supervises department directors as directed by the Mayor and City Council and performs other administrative duties as assigned.  Work is performed independently with general direction from the Mayor and City Council.



  • Master’s degree in Public Administration, Business, Human Resources, City and Regional Planning or a similar field or knowledge and level of competency commonly associated with a Bachelor’s degree in business or public administration or related degree from an accredited college or university or its equivalent
  • Five to eight years of experience as a city or county manager or extensive experience in progressively responsible professional positions in local government administration (or an equivalent private sector role), with considerable supervisory experience
  • Excellent communication skills; a positive attitude; a strong work ethic; a commitment to providing exceptional service to internal and external customers; and a commitment to work in the spirit of cooperation and collaboration
  • Ability to establish and maintain effective working relationships with the Mayor and City Council, city employees, other government agencies, community and business organizations and the general public
  • Ability to provide sound and accurate advice, when needed, to Mayor and City Council


Responsibilities Include:

  • Preparation and development of short- and long-range plans and the Annual Budget; oversees implementation of departmental budgets as approved by Mayor and City Council
  • Oversees long-term planning activities and guides policy formulation on growth management, land use and zoning
  • Develops and negotiates contracts, bid proposals, and/or other administrative documents
  • Performs various duties associated with personnel management; administers and monitors compliance with the city’s personnel policies and procedures


Compensation and Benefits:

  • The salary of the position is negotiable dependent upon experience and qualifications.  Benefits include PTO, Holiday Pay, Insurance, and 401(a)/457(b) Defined Contribution/Deferred Compensation Retirement Plan
