Job Summary:

This position is responsible for assisting the general public and county departments to ensure that state laws and county ordinances are enforced.

Major Duties:

  • Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of County codes and ordinances; conduct investigations and provide recommendations for resolution.
  • Works with local, state, and federal agencies in the enforcement of environmental and ordinance violations.  This may include, but not limited to, littering, landfill, trucking, land use violations, nuisances, and other matters of public concern.
  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
  • Issues warning notices and citations for environmental and ordinance violations.
  • Prepare evidence in support of legal actions taken by the County; appear in court as necessary; testify at hearings and in court proceedings as required.
  • Research Habersham County property records for ownership, occupant, business, and other information related to inspections and violations.
  • Performs research, analyzes, and recommends updates to ordinances, issues, equipment, and supplies.
  • Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
  • Provides security for the County Commission and Building/Planning Department meeting(s) as requested.
  • Other activities may include investigations as directed by the Director.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Obtainment of Level I Code Enforcement Certification, within three (3) years, through the Georgia Association of Code Enforcement provided by the Carl Vinson Institute of Government. 
  • Prefer ability to meet current requirements set forth by the Police Standards and Training (POST) Council for the State of Georgia.
  • Eligibility to be a sworn county official with ability to issue citations.

The successful candidate must complete a Background/Reference Check and Pre-Employment Drug Screening prior to the start of employment.
