Purpose of Classification:

The purpose of this classification is to supervise the day-to-day operations and staff involved in collecting and maintaining impervious surface data and related maps in the County's geographic information system (GIS).  

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Creates and maintains stormwater utility database; reviews completeness of data; verifies accuracy of fees assignments; updates data as needed; and prepares and submits resulting data to Tax Commissioner within designated time frames and per established procedures.

Supervises the maintenance and production of and maintains and produces impervious surface data and related maps in GIS; receives requests for map creation; verifies accuracy of data and maps; and prepares and submits reports and maps.

Develops and runs queries; obtains information and data for inclusion in National Pollutant Discharge Elimination System reporting; coordinates with Watershed Management to ensure reporting data and requirements are met; and prepares and submits related reports.

Administers the County’s herbicide contract; monitors contract budget and approves expenditures; supervises related inspections; consults with contractor; maintains related data; and prepares and submits related reports.

Performs customer service functions; provides information and assistance regarding department services, projects, or other issues; responds to routine and complex questions, complaints, or requests for service; and initiates problem resolution.

Coordinates training activities for the Department: maintains training and certification database; monitors re-certification and training requirements for employees; and registers employees for required training and certifications.

Minimum Qualifications:

Bachelor’s degree in Geographic Information Systems, Information Technology or related field required; five years of experience in GIS, mapping or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Preferred experience administering the National Pollutant Discharge Elimination System (NPDES) permit and associated activities.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver's license.
