The Budget Analyst performs a variety of highly responsible administrative support functions in the City Managers Office; manages complex program assignments and budgeting; and to provides administrative support to the City Manager, Deputy City Manager, Assistant City Manager, and other department directors.

 

ESSENTIAL FUNCTIONS

  • Assists with the management and oversight of various special projects as assigned, including capital improvement projects, inter-departmental process improvements, and cyclical performance audits of various operations.
  • Serves as budget analyst and manages the preparation, development, and administration of department or division operating, multi-year and/or capital improvement budgets.
  • Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues or questions.
  • Researches, evaluates, and prepares statistical, financial, and demographic data used in reports, studies, surveys, and analyses; analyzes and make recommendations in the development and administration of assigned program area.
  • Investigates, analyzes, develops, and prepares special studies or projects and corresponding documentation and technical reports; make recommendations.
  • Researches, compiles and prepares reports, analyzes programs, and recommends changes.
  • Ensures compliance with department procedures, City policies, and pertinent laws, regulations, and ordinances; assists with the selection and management of consultants and contractors.
  • Assists in the development and analysis of departmental policies, procedures, and systems; recommends goals and objectives; assists with establishing key performance indicators across all departments.
  • Receives, researches, and responds to questions from outside agencies, other City departments and the general public.
  • Prepares and presents staff reports and presentations at various City Council, commission/board, and other governmental meetings; drafts City Council documents; serves on various committees and task forces.
  • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
  • Answers questions and provides information to the public, via telephone, e-mail, and written correspondence; investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

  • Masters degree in public administration with a strong desire to learn about and work in City government
  • Ability to remain open-minded and changes opinions on the basis of new information; performs a wide variety of tasks and changes focus quickly as demands change; manages transitions from task to task effectively; adapts to varying customer needs.
  • Ability to cooperate with others to accomplish common goals; works with employees within and across departments to achieve shared goals; treats others with dignity and respect and maintains a friendly demeanor; values the contributions of others
