ADVERTISEMENT FOR BID

Sealed Bids: Sealed bids for construction of the Storm Drainage & Street Improvements – FY 2021 CDBG for the City of Butler will be received until Thursday, December 8, 2022 at 11:00 a.m. at the Butler City Hall, 12 Cedar Street, Butler, GA 31006, at which time and place they will be publicly opened and read. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

Contractor License:  Any Contractor performing the proposed work must be a licensed contractor by the State of Georgia.  License numbers are requested to be written on the face of the bid envelope, but not required.  See Instructions to Bidders for additional bidding requirements. 

Work To Be Done:  The Work To Be Done shall consist of furnishing all products and performing all labor necessary to construct the Storm Drainage & Street Improvements – FY 2021 CDBG. In general, construction consists of +/-680 tons of superpave asphalt paving, +/-1,000 linear feet of curb and gutter, +/-800 square yards road base construction, +/- 1,650 linear feet of drainage pipe, grading, +/-3,000 linear feet of water main, fire hydrants, service transfers, and all other appurtenances necessary to complete the project in accordance with the specifications and construction drawings.  The work will be awarded in one contract with a contract time of 180 consecutive calendar days.

Plans, Specifications and Contract Documents:  Plans, Specifications and Contract Documents are on file at the Butler City Hall located at 12 Cedar Street, Butler, GA 31006. Copies may be obtained from Carter & Sloope, Inc., 24 1st Avenue N.E. Moultrie, Georgia 31768, Phone:  229-668-0663, Fax:  229-668-0669, upon payment of $350.00 for each set (non-refundable).  A Bidder’s Proposal will not be considered by the Owner unless the Bidder is on record with Carter & Sloope, Inc. as having purchased and received complete Bidding Documents.

Bonds:  All bid forms must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the amount bid.  The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount.  All bonds must appear on the Treasury Department's most current Circular 570 Listing.

Pre-Bid Conference: No pre-bid conference will be held for this project.

Permits:   All necessary permits for this project are expected to be acquired prior to construction with the exception of the Notice of Intent for land disturbance activities. 

Land/Easement Acquisition:  No land acquisition is expected to be required for this project.

Funding:  Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded by grants by the Georgia Department of Community Affairs – Community Development Block Grant program (streets and drainage work) and the American Rescue Plan Act – State Fiscal Recovery Fund (water work).  All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity employment, and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project. The City of Butler is committed to Affirmatively Further Fair Housing.  The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U.  Section 3 requires that to the greatest extent feasible, opportunities for employment and training be given to the low income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in or owned in substantial part by persons residing in the area of the project.  Section 3 Residents and Business Concerns are encouraged to apply.
