Job Summary

Position consists of responsible, executive level management and technical duties in the construction, maintenance, and repair of county buildings, streets, roads, bridges, and drainage facilities, and fleet maintenance. The employee in this position is responsible for cost and project accounting, estimating, budgeting, and material procurement for the Road Department. This employee is responsible for directing the department operations, through subordinate supervisors, a number of crews engaged in the construction and maintenance of county road projects. Work is routinely preformed using discretion as to the methods and procedures of the department operation. The employee in this position has responsibility for compliance with State and Federal regulations for road and rights of way maintenance, the proper care, operation, and maintenance of equipment including trucks and light. Medium, and heavy equipment. The employee routinely operates a county vehicle in the performance of duties. Duties are performed under the direction of the Assistant County Administrator and or County Administrator who evaluates based on position performance standards.

Essential Functions

*Directs, manages, and provides sound leadership in the effective and efficient day to day operation of the Road department.

*Evaluates subordinate personnel based on position performance standards, compliance with County policies and operating procedures.

*Plans, schedules, and supervises, through subordinate personnel, the work of, department personnel and equipment  operators engaged in the maintenance of county roads, bridges, drainage system structures, road signs, rights of way, landfill, earthen dams, county airport, and county facilities.

*Directs, manages, and enforces, through subordinate personnel that road signs, work zones, and worker safety apparel is in compliance with the current Manual on Uniform Traffic Control Devices (MUTCD).

*Directs, and enforces, through subordinate personnel that the county maintains a program and documentation for managing sign reflectivity on all county-maintained roads.

*Directs, and enforces, County policies and operating procedures as instructed by the County Administrator.

*Prepares bids and RFPs for procurement of materials or services for building, street, road, bridge, drainage system construction, and maintenance projects.

*Develops and prepares project cost estimates and requisitions required materials and resources.

*Develops and prepares the annual department budget in coordination with the Finance Department.

*Routinely drives a county vehicle in performance of duties.

*Performs position related duties as required with regular and reliable attendance.

*Encourages and promotes a culture of excellent customer service.

Additional Responsibilities

Other duties as assigned by County Administrator, Director, or Deputy Director.

Knowledge, Skills, and Abilities Required for Job Performance

Knowledge of the principles, practices, methods, and equipment used in repair, maintenance and construction activities of landscapes, paved and unpaved county roads, storm drainage structures, road signs, bridges, water and sewer lines, and rights of ways.

Knowledgeable in the Manual on Uniform Traffic Control Devices “MUTCD” for work zone safety requirements, road sign minimum requirements as required by Federal Law and outlined in the MUTCD.

Knowledge of occupational hazards and safety precautions used in construction and maintenance.

Through knowledge of budget procedures and the ability to develop and implement department budget.

Skill in effective communication techniques with staff and general public.

Skill in estimating project needs.

Ability to coordinate work with other departments.

Ability to comprehend and communicate complex ideas orally and in writing.

Ability to establish and maintain effective working relationships with County officials, employees, the general public, and outside agencies.

Ability to effectively plan, direct, and supervise personnel and material resources within established guidelines and personal discretion.

Demonstrated supervisory experience in street or highway construction and maintenance operations, erosion and sedimentation control, fleet maintenance, estimating, and construction scheduling.

Working Conditions/Physical Demands

Standard vision requirements: vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment.

Minimum Qualifications

Undergraduate degree in civil engineering (or related field) form accredited college or university. Education requirements may be substituted with extensive work experience.

At least 5 years of extensive practical experience may be substituted for formal education and/or training.

Demonstrated supervisory experience in street or highway construction and maintenance operations, erosion and sedimentation control, fleet maintenance.

Possession of a valid State of Georgia Class C driver’s license with favorable MVR.

FLSA Status: Exempt from overtime standards of the Fair Labor Standards Act.
