General Description and Classification Standards

Schedules, organizes, plans, and assists in the implementation of technical and operational activities. Duties and responsibilities include but are not limited to: evaluates and develops recommendations to improve Public Works initiatives; manages the budget; supervising staff; directing activities; scheduling projects; drafting legislative briefings; compiling and generating reports; and processing associated paperwork.

 

 

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned division, function, or program.

 

 

Essential Duties & Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Plans, coordinates, supervises, trains, and manages the operations of solid waste stations.
  • Supervises operations to ensure staff conduct activities that comply with safety, regulatory, and permit requirements.
  • Manage schedules, staff, equipment, and other resources for daily operations.
  • Continually evaluates the services, policies, procedures, and training requirements to ensure optimum customer service and service delivery is provided.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the field of solid waste and organic recovery and recycling operation.
  • Prioritizes and schedules maintenance of solid waste facilities, equipment, and infrastructure.
  • Designs and supervises infrastructure additions and/or improvements.
  • Compiles technical reports indicating scope of planned projects for utilization in funding applications as needed.
  • Generates departmental reports relating to departmental activities including job progress, production, and fiscal issues monthly.
  • Prepares reports and summaries for the Program Management Officer and/or Deputy Commissioner/Commissioner. Supports the Program Management Officer and follows through with details as assigned.
  • Composes and prepares routine correspondence, letters, memoranda, statistical reports, and other documents. Reviews drafts for completeness and accuracy.
  • Conducts interviews in the hiring of new personnel.
  • Responds to and resolves difficult and sensitive customer inquiries and complaints.
  • Performs related duties as assigned.

Uses independent judgment and discretion in managing subordinates including the handling of emergency situations, determining, and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

 

 

Leadership Provided

Supervises, trains, and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling, and disciplining employees when necessary and completing employee performance evaluations.

 

 

Knowledge, Skills & Abilities

Knowledge of solid waste management, general management and financial practices, policies, and procedures as necessary in the completion of daily responsibilities; and knowledge of how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties. Skill in effectively communicating and interacting with subordinates, management, employees, and members of the public. Ability to read, understand and interpret technical and financial reports and related materials; and ability to assemble information and make written reports and documents in a concise, clear, and effective manner. Organize and schedule employees to maximize resources

 

 

Qualifications - External

Minimum Qualifications

Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, or other closely related field.

 3-5 years of related experience, of which one (1) year must have been supervisory or administrative; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory or administrative experience.

 

 

Preferred Education & Experience

Master’s degree in, business administration, public administration, or a related field

5-8 years of supervisory experience (including project design and management) and professional level management or financial experience is preferred; equivalent professional experience may be considered for substitution for the required degree on an exception basis.

 

 

Licensures and Certifications

Required: Valid Georgia driver’s license
