The City of Kingsland, Georgia will accept qualifications and sealed price proposals from firms wishing to provide professional services for the Management, Operations, and Maintenance of the City’s potable water treatment facility, wells, and associated infrastructure to include all required testing, monitoring, and reporting.  State of Georgia Department of Natural Resources Environmental Protection Division (DNR/EPD) Permit #CG0390000.

 

Responses to this RFP must be addressed and delivered to Lee H. Spell, City Manager, 107 S. Lee Street, Kingsland, GA 31548 no later than January 31 at 2:00PM (EST). The proposals will be opened publicly at this time.   Proposers must submit two (2) copies in a sealed package clearly labeled with the submitting company’s name and address, as well as the words “Request for Proposals for the Operations, Maintenance, and Management Services for the City of Kingsland” on the outside of the envelope.   Any proposal not received by the deadline, or not marked appropriately, will not be opened for consideration.    No proposal may be withdrawn for a period of thirty (30) days after the above opening date.  The City of Kingsland reserves the right to waive any informality in any/all proposals as may appear to be in the best interest of the City or to reject any or all bids.

 

SCOPE OF SERVICES

 

The City of Kingsland, Georgia requests Statements of Qualifications and Cost Proposals from firms wishing to provide professional O&M services for the City’s potable water treatment facility, wells, and associated infrastructure for a contract period of 2 years; with an option to renew annually thereafter. Facilities include:

The water source for these wells is commonly called the Upper Floridan Aquifer. The property surrounding these wells is protected from activities that could potentially cause contamination of the water source. Treatment of the water is performed at the well sites including removal of contaminants and sodium hypochlorite disinfection.

 

To ensure continuity of essential services, the successful contractor shall be prepared to fully commence work upon Notice to Proceed by the City and should not assume that the previous employees and/or contractor will be available to guide, direct or specifically orientate each new Contractor employee.

 

PROPOSAL REQUIREMENTS

 

Contents of response package must be limited to 30 pages and include the following information in the order specified.

1. Introduction (Transmittal Letter)

 

By signing the letter, the Respondent certifies that he/she is authorized to bind the Respondent. The RFQ response should include:

 

  1. A brief statement of the Respondent’s understanding of the scope of the work to be performed;

 

  1. A confirmation that the Respondent meets the appropriate State licensing requirements to perform the necessary services;

 

  1. A confirmation that the Respondent has been in business for at least five years;

 

  1. A confirmation that the Respondent has successfully held at least one five year contract for a system of comparable size and complexity;

 

A confirmation that the Respondent has not had a record of substandard work within the last five years;

 

  1. A confirmation that the Respondent has not engaged in any unethical practices within the last five years;

 

  1. A confirmation that, if awarded the contract, the Respondent acknowledges its complete responsibility for the entire contract;

 

  1. Any other information that the Respondent feels appropriate;

 

  1. The signature of an individual who is authorized to provide information of this nature in the name of the Respondent submitting the RFQ response.

 

2.  Background and Experience

 

A.   Describe Respondent’s firm by providing its full legal name, date of establishment, type of entity and business expertise, short history, current ownership structure, and any recent or materially significant proposed change in ownership.

 

B.    Describe any prior engagements in which Respondent’s firm assisted a governmental entity in dealings with operations, maintenance and management services of municipal wastewater treatment facilities. Respondent should provide the names, phone numbers, and email addresses of contact persons in the organizations for whom any projects referenced in this section were conducted. Respondent should include written references (letters or forms are acceptable) from previous clients attesting to the quality of work and compliance with performance schedules.

 

C.    Describe the firm’s workload and current capacity to accomplish the requested services.

 

D.    Describe any issue or characteristics of which would be uniquely relevant in evaluating the experience of Respondent’s firm to handle the requested services.

 

E.    Describe experience with systems that are of a comparable size and complexity as the City of Kingsland.  Furnish as a minimum, all staffing for each facility, client name, contact, address, phone number and a description of each facility in terms of size and treatment processes. All facilities shall be located in the United States or its possessions and shall be under the jurisdiction of the US EPA and the appropriate State regulatory agency. Facilities that are owned and operated by the contractor will not be considered.  This does not include consulting contracts or the operation and maintenance of a portion of a treatment facility.

               

3.  Specialized Knowledge

 

  1. Describe the firm’s knowledge and experience in this particular type of requested services as described in the Scope of Services.
  2. List any projects that are similar to the City of Kingsland project and are located within 50 miles.
  3. Describe your firm’s experience with state and federal regulatory agencies as it relates to the operations, maintenance, and management of municipal systems.

 

4.  Personnel/Professional Qualifications

 

A.    Include resumes or curriculum vitae of staff members involved in the on-site oversight of the requested services.

 

B.    Estimate the number of persons to be assigned to this project and the current state licensure that will be required for these positions.

 

C.    Provide evidence that there is extra staff and equipment located within 50 miles of the City of Kingsland, Georgia.

 

SELECTION CRITERIA

 

It is understood that the information contained in the RFQ and the experience, guarantees and innovative approaches demonstrated therein shall be the general basis for selection of a respondent to provide these professional services. The City expects to select the highest scoring respondent based on a structured point scoring evaluation. The scoring evaluation shall consider each respondent's ability to perform the required services, experience and technical expertise, ability to make financial and technical guarantees, corporate resources and depth, innovative approaches, and lastly, the price.

 

The City of Kingsland shall evaluate each potential contractor in terms of:

1.    Professional qualifications necessary for satisfactory performance of required services (35 points)

2.    Specialized experience and technical competence in the type of work required (25 points)

3.    Capacity to accomplish the work in the required time (20 points)

4.    Location in the general geographical area of the project and knowledge of the locality of the project (20 points)

The City will immediately begin negotiations with the selected highest scoring respondent. Should the negotiations fail to result in an executed agreement, the City may elect to terminate negotiations with the first-ranked respondent and begin negotiations with the second-ranked respondent, and so on, or cancel the process. The City and the successful respondent shall enter into a mutually binding operation, maintenance and management agreement addressing the topics contained in this document.

OTHER PROCUREMENT INFORMATION

All questions shall be directed to Lee H. Spell, City Manager at the email address Lspell@kingslandgeorgia.com. Questions must be received at least 10 days prior to the RFQ submittal date. Contact with City officials is prohibited during the procurement process and can be considered as grounds for disqualification from the process.

Copies of all questions and answers, and any addenda to supplement the RFQ, will be sent to each respondent no later than three days prior to the RFQ due date. Only formal written responses to properly submitted questions will be binding.
