Minimum qualifications & Requirements

 

This position is responsible for the accounting duties in support of county financial operations, and for performing specialized duties in support of the county's payroll and purchasing operations.

 

 

  • Maintains timely and accurate accounting records of governmental financial transactions;
  • Maintains capital assets;
  • Ensures compliance with generally accepted accounting principles (GAAP);
  • Creates and processes assigned monthly accounts receivable billings;
  • Enters and imports journal entries;
  • Reconciles bank statements;
  • Reconciles pooled cash;
  • Codes and prepares cash receipts;
  • Makes bank transfers;
  • Enters budget amendments and transfers;
  • Enters and updates vendor cards;
  • Maintains assigned grants;
  • Creates general ledger accounts;
  • Creates organization and object codes;
  • Assists in annual budget data entry;
  • Audits department bank reconciliations;
  • Prepares assigned annual audit reports;
  • Runs year-end closing reports;
  • Maintains a variety of accounting files;
  • Prepares and processes bi-weekly, monthly, and semi-monthly payrolls;
  • Verifies time records;
  • Prepares and submits payroll taxes;
  • Maintains and processes requests for payments of deductions for garnishments, tax levies, child support, and Chapter 13;
  • Reviews and maintains employee accrual balances;
  • Maintains records and pays taxes; prepares 941s and W-2s;
  • Prepares workers' compensation audit information;
  • Prepares statistical reports for the Bureau of Labor Statistics;
  • Prepares the annual Survey of Public Employment and Payroll;
  • Imports payroll data;
  • Compiles and maintains E-verify contractor reports;
  • Assists with annual audits;
  • Prepares workpapers for the payroll and compensated absences for external audit;
  • Assists with the annual capital assets physical count;
  • Prepares requests for bids and requests quotes;
  • Prepares county contracts as assigned;
  • Verifies accounts payable checks to appropriate invoices;
  • Backup to Accounts Payable Specialist
  • Maintains files and records;
  • Assists the Chief Financial Officer with various projects;
  • Performs other assigned duties.

 

 

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Bachelor’s degree in a course of study related to the occupational field;
  • Two (2) years of related work experience;
  • Or equivalent training, education, and/or experience; and
  • Valid State of Georgia Driver’s License.

Knowledge, Skills and Abilities: 

  • Knowledge of generally accepted accounting principles (GAAP);
  • Knowledge of Governmental Accounting Standards Board (GASB) guidelines;
  • Knowledge of accounts payable policies and procedures;
  • Knowledge of budget management principles;
  • Knowledge of computers and job-related software programs;
  • Knowledge of county payroll processes;
  • Knowledge of accounts payable policies and procedures;
  • Knowledge of job-related federal and state tax requirements;
  • Skill in the analysis of problems and the development and implementation of solutions
  • Skill in preparing reports and communicating information clearly and effectively;
  • Skill in managing and prioritizing multiple projects; 
  • Skill in the preparation of clear and precise reports; and
  • Skill in oral and written communication.

PHYSICAL DEMANDS:

Work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
