POSITION

The City of Adel is accepting applications for the following position:

Job Title:   Finance Director

Reports to:  City Manager    

 

Job Summary & General Statement of Duties: 

Responsible for planning, organizing, and directing the financial operations of the City 

government. Work is performed with a wide latitude for the exercise of independent 

judgment  

 

The position works under the general direction of the City Manager. 

 

Essential Functions and Duties

  • Plans, organizes, manages, and supervises all financial accounting, revenue 

collections, budget, payroll, cash management, investments, and debt management 

  • Plans long-range financial goals, objectives, and directions for the City. 
  • Formulates and implements policy standards for the Finance Department. 
  • Develops, installs, and maintains budgeting systems which provide control of and 

tracking of revenues and expenditures. 

  • Works with the City Manager in developing the City's annual operating and 

capital budgets. 

  • Ensures compliance with all federal state, and local laws in regard to the City’s 

financial business; informs the Mayor and City Manager of any material 

irregularities or financial problems. 

  • Invests and monitors various funds. 
  • Advises the City Manager on matters concerning the conditions of appropriations, the   extent of expenditures, and financial matters.
  • Maintains accounts of all municipal financial transactions. 
  • Maintains and monitors the cash flow system. 
  • Supervises and directs the Finance Department in accordance with City policies 

and procedures, and appraises and evaluates the performance of the department 

personnel. 

  • Prepares various financial reports. 
  • Prepares year-end financial statements.
  • Performs other related duties as assigned by the City Manager. 

 

 

 

Knowledge, Skills, and Abilities:    

  • Knowledge of accounting and budgeting practices, and knowledge of applicable 

laws and regulations. Knowledge of computer based financial systems, 

administrative and managerial processes and purchasing. 

  • Must be able to determine if the City's financial regulations and procedures are 

being complied with according to General Accepted Accounting Principals. 

  • Skills in the use of a computer, the evaluation of personnel, and oral and written 

communication. 

  • Ability to plan, organize, and direct a comprehensive program of financial 

services; to analyze and make management decisions; to maintain complex 

financial records, and to prepare reports utilizing these records; to supervise; to 

plan, establish, assign, and coordinate priorities; to be able accurately to forecast 

future financial conditions of the City government; to exercise good judgment in 

evaluating situations and in making decisions; and to work effectively with the 

Mayor, City Council, City Manager; and professional staff members in City 

government. 

  • Must be able to function effectively in a work environment in which the employee 

is exposed to a large amount of emotional stress in order to manage controversial 

financial issues and problems. 

 

Minimum Job Requirements: 

  • Must have a Bachelor's degree from an accredited college, with an MBA/MPA 

Preferred. 

  • Must be a Certified Public Accountant. 
  • Must have a minimum of 7 years professional experience in accounting and 

financial management, including at least 4 years supervising a professional staff. 

 

Physical Demands:

This job requires frequent sitting, talking, and hearing, and repetitive motions associated with keyboarding.

 

Work Environment:

This work is performed in an office. General office equipment including computers, calculators, scanners, printers, copiers, and telephone equipment will be used.
