General Description and Classification Standards

The Management Consulting Director (FLEET Director) – Runs the Department of Public Works’ Office of Fleet Services and will report to the Deputy Commissioner of Public Works.  They will supervise a team of staff responsible for servicing and maintaining ALL of the vehicles that allow the City of Atlanta to do what it needs to do to provide World-Class Service to the citizens and visitors of the City.

This position must build strong partnerships within the Department to help foster a collaborative environment for both staff and the leadership team.  Similarly, they must be positioned to develop strong working relationships with sister Departments, the Mayor’s Office, and our external partners to help ensure the Fleet Services runs efficiently and effectively in an effort to deliver the best possible outcomes for the City of Atlanta. 

 

Supervision Received

Direction received is very general and focuses on end results and is typically collaborative in nature.

Position plans own work and project schedules and sequences.

 

Essential Duties & Responsibilities                       

  • Provide coaching and professional development opportunities for Deputy PMO, Business Manager, and Fleet Managers to ensure a high performing team that is consistently deliver the best results for the Department and the City.
  • Oversee the Department’s contract renewal process including leading negotiations with key external partners to ensure that the Department can maximize the value of our assets and programs and the impact these assets and services deliver to citizens.
  • Overseeing the monitoring and maintenance of Departmental contracts including implementing systems to track obligations and negotiated terms to ensure vendors are fulfilling contractual requirements and delivering the intended outcomes.
  • Use data-driven analysis to proactively identify opportunities for operational improvement. This includes partnering effectively with other departments within the City to understand performance drivers and develop actionable insights
  • Oversee the Fleet Services Performance Management Program
  • Monitor, direct, or personally perform special projects as assigned by the Commissioner’s Office. Project management responsibilities include creating detailed project plans to ensure timely implementation of initiatives and special events, leading project meetings or facilitating project team interactions including managing scope, deadlines, and project budgets to ensure on-time delivery of solutions.
  • Develop effective tools to monitor and communicate progress of projects including training manuals, policy and procedure manuals, flow charts, implementation plans with milestones and concrete targets, and progress dashboards.
  • Produce clear, concise, and consistent deliverables to communicate problems and recommendations with attention to presentation and potential audiences.

 

Minimum Qualifications

The City of Atlanta Department of Public Works is seeking an experienced leader with a background in large-scale operation to oversee the Department’s Fleet Services Operations.

The ideal candidate is ready to work in a high-energy, openly collaborative work environment; have a history of demonstrable success in team and project management, and have demonstrated experience with analytic, strategic, and interpersonal skills. Other qualifications include:

 

  • Bachelor’s degree required. Degree in Business/Public Administration, Finance, Public Policy, or another related field preferred.
  • 5-7 years of experience leading large scale fleet operations.  Consulting experience in fleet/transportation strategy and/or vendor/purchasing/contract management and operations.
  • Demonstrated experience in running a distributed business or service organization.
  • Experience managing teams; preferably with hands-on experience working on developing staff and providing professional development opportunities.
  • Experience delivering medium to large-scale projects on time and within budget.
  • Ability to effectively build relationships, communicate and interact with elected officials, management, employees, members of the public and all other groups involved in the activities of the City as they relate to the City.
  • Strong communication skills and the ability to assemble information, including written reports and documents, in a concise, clear, and effective manner.
  • Exceptional problem-solving skills and the ability to make decisions under pressure.
  • Strong attention to detail.
  • Enterprising, resourceful results-oriented approach to work; and
  • Ability to prioritize among competing needs and opportunities and manage multiple projects or work streams at the same time.

 

Preferred Qualifications:

Master’s degree in in Business, Logistics, Purchasing, Transportation, Finance, or another related field

 

10 or more years of operational leadership in organizations of increasing size, scope and complexity. Some consulting experience preferred but not required
