ACCOUNTING MANAGER - G129
Columbus Consolidated Government is seeking a Accounting Manager to Supervise and coordinates the activities of Accounting Division personnel; oversees the financial reporting, accounts payable, and capital asset reporting functions; oversees the preparation of all accounting entries for monthly and year end closeout, the disbursement of all funds related to vendors, the recording of all cash receipts, the disbursement of utility payments, the maintenance of the check register, and the distribution of monthly financial statements. Supervises and coordinates the work of personnel in regards to payroll functions; oversees the analysis and balancing of all payrolls, the disbursement of all employee paychecks, the disbursement of federal and state withholdings, and the disbursement of court ordered deductions; oversees the preparation and remittance of monthly and quarterly reports; interprets laws, regulations, and policies affecting payroll administration; reviews and balances financial reports for the preparation and distribution of W-2s. Supervises and coordinates the work of personnel engaged in grant accounting functions; oversees the analysis of grant financial data to ensure that grant rules and regulations are followed; oversees the review of all financial reports submitted to granting institutions; oversees the preparation of grant reports; responds to requests from local, federal, state, and agency auditors; prepares the annual cost allocation plan. Coordinates the annual audit of all financial records by external auditors and the preparation of the Annual Comprehensive Financial Report; ensures that all adjustments are properly recorded, provides documentation, gathers information from outside agencies, answers questions, and provides direction to staff and others. Maintains the consolidated government financial system to include chart of accounts, transaction recording, and payment distributions. Provides policymakers and management with accurate and timely financial statements and information. Develops policies and procedures for the accurate recording of financial transactions.
Generally Accepted Accounting Principles, Governmental Auditing Standards, and Governmental Accounting Standards Board guidelines. Knowledge of the principles and practices of public finance, budgeting, accounting, governmental accounting, auditing, and debt management. Knowledge of administrative principles and practices, including budget development and implementation. Knowledge of relevant federal and state laws, local ordinances, and department policies and procedures. Knowledge of the methods and techniques of financial research, statistical analysis, and report presentation. Skill in developing and implementing policies and procedures. Advanced Microsoft Office skills in Excel, Word, and Access in addition to other financial computer software programs. Skills in problem solving and decision making. Skills in management and supervision. Skill in gathering and analyzing complex data.
Bachelor’s degree in Finance, Accounting or a related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with three to five years of professional job-related experience within a leadership/senior/supervisory capacity. Financial statement analysis and/or governmental accounting experience is preferred.
The Columbus Consolidated Government offers an exceptional compensation and benefits packet. The salary for this position is $ 71,487.33Annually
