 The Macon-Bibb County Planning & Zoning Commission is seeking an Information Technology Manager to oversee the day-to-day operations of our Technical Department. The Information Technology Manager will be responsible for the day-to-day management of our Technical Department and will be working closely with our leadership and other departments. Reports to the Executive Director.

JOB SUMMARY – The Information Technology Manager will provide all tactical management, coordination, and support of the Information Technology department.


  • 5+ years of increasingly diverse or complex applications in field of expertise
  • 4+ years of management experience leading high performance information technology teams.
  • Proficient with Microsoft Office technologies, including Microsoft Office suite (Office365, Teams, etc.), Microsoft Operating Systems, GIS, and Endpoint Configuration Manager
  • Strong ability to communicate and express complex ideas in terms others can easily understand. Maintain calmness and clarity of thought under pressure and ability to maintain confidentiality.
  • Demonstrated track record of leading a team where customer experience and sense of hospitality is priority. Advanced interpersonal skills to engage with peers, customers, colleagues, and leadership to achieve excellent partnership and results.
  • 3+ years of experience with Microsoft Azure Cloud Services, AWS Cloud Computing Services.


  • BS/BA or higher in a technical or business field is required.
  • Masters in technical or business field preferred

Principal Duties and Responsibilities

  • Adheres to and enhances IT Infrastructure framework policies and procedures (including incident, problem, and change management) to ensure standardized methods and procedures are used for efficient and prompt management of services.
  • Oversee the deployment, monitoring, maintenance, development, documentation and support of high quality, reliable IT systems, networks, and end-user support services. Establishes efficiency standards, providing recommendations for improvement of IT infrastructure through reporting metrics.
  • Reviews and presents project proposals to determine goals, timeline, budget, and procedures. Develops comprehensive project plans, specifying strategy, staffing, toolsets, identification of
  • Monitors and builds team’s capacity to handle current and forecasted workload including development of existing staff and hiring of additional staff. Ensure projects are on schedule and within budget parameters. Manages, develops, and mentors staff. Provides direction to staff on procedures, conflicts, and career development.
  • Continuously improves departmental processes involving functional and technical resolution methodology.


  • Has knowledge of multiple products or platforms as well as comprehensive understanding of the industry in which the products are deployed. Can easily articulate the impact of system changes on the client’s business.

  • Team lead responsibilities to include mentoring, goal setting, and performance management.
  • May either be independently responsible for or may collaborate with/report to more senior level positions with responsibility for overall client project relationship and project direction/ completion
  • Provides input and develops project plans and budgets.
  • Serves as point of escalation for client executive sponsors.

Scope of Impact/Degree of Independence

  • May direct large, highly complex projects or entire small product lines. Translates high-level direction into specific action plans to remedy issues.
  • Contributes to overall strategy development and implements strategies.
  • Ensures budget and date targets are met for projects.
  • Uses judgment and discretion to determine work priorities, receiving little instruction from others.

Problem Complexity/Decision Making Authority

  • Requires the ability to resolve unique issues related to staff management, client satisfaction, or business processes. Anticipates problems and determines solutions that integrate overall business strategies.
  • Approves project scope changes.
  • Creates and manages the department budget and resources.

Client Relationship Skills

  • Is either independently responsible for or collaborates (both with subordinates and management from other departments) in maintaining overall relationships with clients.
  • Includes supervising projects to ensure that the standards are met with respect to quality and timelines of products/services provided.
