POSITION SUMMARY     

Under general direction, performs a variety of responsible, professional, and technical support duties related to the operation and maintenance of City-wide multimedia systems, including, video documentaries, A/V operation, production of video production, special events and broadcasting of City meetings. Creates audio, video, and general operations; provides highly responsible support to the Director of Communications and Technology. The Communications Technician will be responsible for broadcasting live events which occur during business hours and after business hours such as City meetings. The Communication Technician will be required to adjust or delay their start time (flexible schedule) to accommodate for night and weekend assignments and responsibilities.  This position must work holiday events as required.

MAJOR DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Operates a variety of video, audio, and lighting equipment for broadcasting and online distribution of regularly scheduled meetings of the City Council, committee as well as community meetings, special events, and specially scheduled meetings on a year-round basis. Acts as a liaison between the City and staff at public meetings.
  • Works with City departments to coordinate, produce and manage video and multimedia productions for web, broadcast, and social media use with both internal and external audiences from program conception to final product.
  • Provides customer service to City staff and officials by answering questions, addressing problems, providing technical guidance for their presentations and training staff in use and benefits of media systems, coordinates agency requests for video media services.
  • Performs technical and professional work in the preparation of video production; supervises filming on location; performs still photography, video recording, editing, sound recording and mixing.
  • Performs basic installation, maintenance, and engineering of video equipment, which may include cameras, an integrated production/broadcast system, editing systems, and lighting and sound systems.
  • Participates in emergency planning, preparation, and response for live content feeds.
  • Edits and publishes videos.
  • Makes recommendations and coordinates the purchase and installation of new video, audio or other multimedia equipment; maintains purchasing records.
  • Checks condition and maintenance of equipment; identifies and troubleshoots A/V equipment problems and malfunctions; repairs or secures vendor assistance and maintains appropriate records.
  • Maintains inventory of media resource and equipment library; storage media and equipment; instructs other users on operation of equipment.
  • Designs, transports, sets up, and operates production equipment, including audio and lighting equipment, for indoor and outdoor video shoots.
  • Engage with your audience, respond to any comments and deal with customer queries, as directed.
  • Record videos and capture and archive footage, edit and finalize videos according to the planned filming schedule for posting on social media platforms and the website as needed. Download and organize footage into an external drive.
  • Partner closely with the Director of Communication and Technology and team regarding workflow, priorities, challenges, successes, or any other information necessary to ensure that best practices are followed.
  • Provides progress and activity reports to senior management; and assists with the revision of procedure manuals as appropriate.
  • Maintains the City of Stonecrest’s YouTube channel and ensures all videos are ADA compliant.
  • Research new technological advances and recommend changes and new strategies to improve and increase effectiveness and reach.
  • Cross-trains team members on technical support aspect to include broadcasting of City meetings and special events.
  • Remain flexible in an environment with changing priorities, deadlines, and schedules.
  • Work effectively within the City’s branding standards.
  • Performs other related duties as assigned.

DESIRABLE QUALIFICATIONS

Associate degree or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Two (2) years of increasingly responsible experience in the operation, maintenance, and basic engineering in website management, video production, and audio/visual operation.

PREFERRED QUALIFICATIONS

A degree in audiovisual technology or a related field, such as digital media.  Four (4) years of experience capturing video assets and editing them to completion in a fast-paced, service-oriented work environment where attention to detail and communication are especially important; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Audio Technician certification preferred.

Certificates, Licenses and Registrations

Must possess and maintain a valid Georgia driver's license. 

Knowledge, Skills, and Abilities

  • Must be comfortable using the following equipment in a typical workday: audio and video equipment (cable boxes, AV receivers, media players, microphones, power speakers, mixers); IP network equipment (Ethernet and AVB cables); Computer systems (macOS and PC operating systems)
  • Significant technical and aesthetic aspects of multimedia production, from concept development to post-production, including video recording, animation, video editing, lighting, audio recording, audio dubbing and compression, under deadlines and in a fast-paced environment.
  • Presentation of multimedia material on the Web and social media environment with detailed knowledge of video production and functional knowledge of web posting, social media dynamics, new media analytics, basic design and marketing. Video production and post-production processing; and file conversion for web.
  • Lighting, manual camera operation, directing, audio recording and photography.
  • Video switcher operations and broadcast standards.
  • Audio/Visual equipment, operation, and troubleshooting.
  • ADA compliance, understanding of UX/UI best practices, and Google Analytics.
  • Office 365 and basic desktop applications. Working knowledge of Final Cut Pro, Adobe Creative Suite, and Mac operating systems.
  • Understanding of functions and limitations of YouTube, iTunes, Vimeo, HandBrake, VLC, Instagram and other third-party media delivery tools.
  • Strong writing and editing skills that include close attention to proper spelling, grammar, and use of language and a commitment to detail that ensures the accuracy of all products released.
  • Strong interpersonal communication and creative skills to work effectively with a variety of people and the skills to resolve problems as they arise.
  • Customer service principles and Public Relations techniques.
  • Knowledge of professional audio and/or video tape editing and post-production procedures, techniques, and standards.
  • Manages difficult situations, responds promptly to needs, solicits consultant feedback to improve service, responds to requests for service and assistance and meets commitments.
  • Oral Communication - Speaks clearly; listens and gets clarification when necessary; responds well to questions; demonstrates presentation skills; participates in meetings.
  • Written Communication - Writes clearly and concisely; Edits work; Presents numerical data effectively; Able to read and interpret written information.

Work is performed primarily in a standard office setting, on occasion work in an outdoor setting with some travel from site to site; incumbents will be required to work extended hours including evenings and weekends. Primary functions require sufficient physical ability and mobility to set up basic video and sound equipment weighing up to 50 pounds; to stand or sit for prolonged periods of time; to occasionally walk, stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight. Operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

May be required to stand or walk for more than four (4) hours per day.
