The City of Woodstock, Georgia is seeking a Crime & Intelligence Analyst/Public Information Officer. This full-time position compiles, analyzes, and reports on criminal trends and related data to command staff, field operations and support services personnel in order to predict and prevent crime. Manages and prepares statistical crime data to report to the GBI via the National Incident Based Reporting System (NIBRS).  Performs professional marketing work, communicates through many types of media, and coordinates information flow to the public on a broad range of police programs, activities, and services that encourage open communication and civic engagement.  Participates in overall strategy of communications with Command Staff to ensure that all work being done on behalf of the police department continues to enhance the department’s mission, vision, and core values as set by the Chief of Police.

Job Responsibilities:

• Compiles and sorts criminal data information obtained through law enforcement activities.
• Analyzes criminal statistics sourced from uniform criminal reports required by state and federal law; develops monthly, quarterly, and related reports for command staff review.
• Screens criminal data for errors in collection and reporting processes; suggests alternative methods for gathering and disseminating criminal data to ensure accuracy of information.
• Maintains and edits criminal and related data in order to continuously refine and adapt reports for law enforcement operations.
• Reviews criminal data to identify and report on emerging trends in criminal activity for operational and planning purposes.
• Notes fluctuations and/or discrepancies in criminal data collected and determines causality; updates command staff regarding notable causal factors.
• Studies crime and profile suspects.
• Analyzes crime data to forecast the day, time, and place a crime is likely to occur and to prevent it from happening.
• Communicates crime patterns to detectives and patrol officers to produce efficient law enforcement.
• Appropriately applies tactical, strategic, and administrative crime analysis.
• Scrutinizes the crime data that enters the police agency daily through crime/police reports; plots suspect activity.
• Extracts relevant crime data; tracks criminal activity in a database or by computer mapping software.
• Concentrates on crimes that are an immediate threat to the community such as rape, burglary, robbery, and serial murders; detects a pattern from crimes by studying and linking common factors together such as method, suspect physical description, and weapon used; and disseminates information regarding the anticipated crime to patrol officers and to detectives to provide suspect leads and to prevent the crime.
• Provides detailed reports to assist Field Operations/Support Services personnel in making informed resource decisions to determine where police presence needs to be increased or decreased.
• Provides special reports that interpret crime statistics categorized by factors such as geographical locations and/or economic conditions; keep officers informed of crime statistics and patterns; and provides data to justify the number of officers within the agency or for requesting more officers.
• Coordinates crime analysis with other criminal justice agencies, whenever possible including local, regional, state, and federal information sharing networks.
• Uses technological systems to create graphics, such as organizational charts, maps and presentations, which visually aid case detectives, prosecutors and jurors.
• Initiates and leads the development and implementation of strategies for gathering and analyzing information for the intelligence section.
• Leads, plans, prepares, and presents written documents that include reports of investigation and memoranda to management, and leads, develops and present oral briefings for senior leaders regarding findings and the status of complex or sensitive investigations.
• Exploits social media platforms to enhance investigations and aid in targeting and identifying criminal organizations and behavior. Uses analysis to identify organization hierarchy along with command and control within complex criminal organizations to assist in prioritizing the focus of an investigation. Conducts research for department and members of the public about criminal incidents.
• Manages the department’s NIBRS (National Incident Based Reporting) program.
• Extracts and analyzes data from the Records Management System (RMS) to prepare information for National Incident Based Reporting (NIBR) for dissemination to the GBI and the FBI.
• Researches and obtains the latest NIBRS updates from the FBI and GBI to maintain agency compliance with state and federal guidelines.
• Assists officers with correcting NIBRS errors in incident reports.
• Writes, edits, plans, and coordinates a wide variety of documents, media, and programs to inform and educate citizens, promote the police department, and increase positive media exposure.
• Prepares marketing campaigns, newsletters, news releases, reports, articles, videos, brochures, and fliers; using the website and other media platforms to engage citizens.
• Exercises considerable initiative, imagination, and independent judgment to develop and implement programs. Work involves considerable broad contact with the public, media, other agencies, and city staff.
• Represents the police department to the community at large through the development and maintenance of relationships with key community groups, external agencies, and/or other interested parties.
• Willing to accept after-hours contact from department personnel as well as members of the media.
• Serves as the media liaison for the police department, coordinates press conferences or other press events, and manages media staging areas.
• Crafts press releases and responds to all media information inquiries.
• Serves as webmaster for the police department.
• Manages development of and information dissemination on social media platforms to include, but not limited to, Facebook, Twitter, Instagram, Nextdoor, CodeRed.
• Serves as liaison for media and other agency PIOs during an incident where information dissemination is requested or needed.
• Attends monthly, quarterly, or annual PIO meetings with other agencies and GBI.
• Performs other duties as assigned.

Education & Experience:

Requires a High School diploma or equivalent supplemented with college-level course work in criminal justice, psychology, sociology, or related field; three (3) years of related work experience including technical experience in law enforcement and/or criminal data collection and analysis, preferably dealing with criminal data in a law enforcement environment and/or analytical experience in a police agency or non-policy agency; or equivalent combination of education and experience.  A Bachelor’s degree with major courses in criminal justice, psychology, sociology, or a related field is preferred. Holding a degree, certificate, and completing a 400-hour practicum (volunteer service internship with a crime or intelligence analysis unit) may substitute for work experience.  Graduation from an accredited college or university with a bachelor’s degree in journalism, marketing, or other related field.

Licenses or Certifications:

Requires a valid State of Georgia driver’s license. POST/GPSTC Crime Analyst Certification preferred.  Requires course completion in a recognized certification program in reference to Crime Analysis and Intelligence.  Requires a basic PIO course certification from a reputable institution/program specific to law enforcement.  Requires course completion in all related FEMA NIMS (National Incident Management System) courses. Social media certification from a reputable law enforcement program or entity and a Master PIO certification from a reputable law enforcement program, entity, or private partnership is preferred.
