Job Summary:

Under general direction of the Public Works Director, administratively oversees and performs operations and maintenance of the water treatment facilities, including water treatment and distribution systems; responsible for all federal and state regulatory compliance requirements applicable to all of the City’s water treatment facilities; interacts with local, state, and federal regulatory agencies; gathers data and prepares various reports; reads and interprets charts and meter readings for analyzing the efficiency of plant operations; prepares and analyzes budget performance; and performs other related work as required. The work in this class is complex and involves significant coordination, accountability, and decision-making responsibilities.

Essential Job Functions:

  • Manages and directs the activities of assigned staff; coordinates, prioritizes, and assigns tasks and projects; tracks and reviews work progress and activities; provides training and reviews work of assigned staff; prepares employee performance evaluations; participates in the interview and hiring process; organizes and assigns work, sets priorities, and follows-up to ensure completion of assigned work; ensures proper safety precautions are followed.
  • Oversees and performs water treatment and distribution system maintenance; reports on and records all water main and service leaks; maintains accurate records of all maintenance and repair activities; maintains maps of water system; performs plumbing system inspections for cross-connection regulation compliance and backflow device testing requirements; coordinates and oversees new construction, water line chlorination, flushing, and bacteriological sampling.
  • Manages the Water Division’s Capital Improvement Program, including planning and implementing short- and long-term projects; performs plan review to ensure compliance with contract specifications and applicable laws, regulations, codes, and standards; coordinates activities with consultants and contractors; schedules projects. 
  • Provides in-depth and highly technical support for the Automated Metering Infrastructure (AMI); serves as the initial escalation point, resolves technical problems with various software applications utilized with AMI data collection; submits AMI usage reports related to water use patterns, data anomalies, usage overages, malfunctions, validations, and collections.
  • Coordinates the installation of water meters with developers and contractors for new development; utilizes portable GPS devices and other programs used to coordinate meter service locations.
  • Oversees the installation, activation, programming, reading, inspection, diagnosis, routing, and replacement of automated meters; programs and assigns water meters and transmitting devices to customer properties electronically.
  • Monitors and evaluates the work of private contractors to ensure projects comply with contract specifications, are completed on schedule, and are within budget.
  • Coordinates City’s response to emergency repair jobs relating to breaks or disruptions in water service and ensures the timely response of work crews and the proper coordination with other utilities. 
  • Estimates time, materials, quantities, and costs involved in assigned projects.
  • Oversees and participates in the development and administration of the Water Division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; and monitors and approves expenditures.
  • Develops long-term plans for maintenance, replacements and improvements to capital assets including water distribution components such as water mains and storage tanks; supply components such as wells and pumping facilities (high service pumps and well pumps); and water treatment plant and components such as chlorination and fluoridation equipment, etc.
  • Obtains and reviews bids for supplies and outside contractual services; monitors and approves equipment purchases; orders supplies and initiates purchase orders; assists staff in developing specifications as necessary.
  • Performs administrative functions associated with leading a Water Division. These include maintaining accurate records; ordering parts, supplies, and equipment; preparing written reports and correspondence; approving all expenditures, including payroll, accounts payables, and contracts for outside services; developing processes, policies, and procedures. 
  • Reviews and analyzes data to maximize operational efficiency and regulatory compliance; proposes and implements process changes; prepares and submits regular operations and maintenance reports and required regulatory reports such as water testing, cross connection control, water withdrawal permit, etc.  to local, state, and federal agencies; ensures compliance with local, state, and federal agencies.
  • Contributes to the efficiency and effectiveness of the Department’s service to its customers by offering suggestions and directing or participating as an active member of a team. 
  • Keeps the Public Works Director and designated others accurately informed concerning Water Division operations, present and potential work problems, and suggestions for new or improved ways of addressing such problems.
  • Consults with contractors, developers, builders, state and local authorities, and construction firms regarding the location of underground utilities; closes out excavation notices and reports to GA-811.
  • Oversees safety programs for Water Division and work groups; assists with action planning for safety programs; implements and monitors risk management plan regarding hazardous material; responds to workers’ compensation issues.
  • Responds to and resolve difficult and sensitive citizen inquiries and complaints; responds to claims submitted to the City for damages.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields of water treatment, water distribution, cross connection, and meter reading; and incorporates new developments as appropriate.
  • Monitors Supervisory Control and Data Acquisition (SCADA) process control system gauges, meters and electronic control panels for anomalies and unusual conditions.
  • Performs other duties and responsibilities as assigned.  

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER WORK REQUIREMENTS

Knowledge

  • Detailed understanding of mathematical formulas and calculations is essential.
  • Detailed understanding of the different stages of treatment within the water plant including thorough knowledge of laboratory procedures and analyses.
  • Knowledge of the methods and procedures applicable to the repair and maintenance of water mains, valves, hydrants, and other appurtenances.
  • Knowledge of excavation and backfilling methods, practices, and procedures.
  • Knowledge of preventative maintenance methods, practices, and procedures. 
  • Knowledge of water supply permitting requirements and laboratory procedures pertaining to water standard methods.
  • Knowledge of management and supervisory methods, practices, and procedures.
  • Knowledge of applicable safety and code standards specific to a water treatment plant and water distribution system repair and maintenance, including OSHA standards.
  • Knowledge of administrative methods and practices related to construction management.
  • Knowledge of preventative maintenance methods, practices, and procedures.
  • Knowledge of applicable City and Department policies, procedures, rules, regulations, and ordinances.

Physical Demands

  • Work is performed indoors and outdoors with the employee sitting, standing, walking, bending, crouching, carrying, pulling, balancing, kneeling, or stooping and may require physical exertion over moderately long periods of time.

Working Environment

  • Work is performed in an indoor and outdoor environment with or within water where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, slippery or uneven surfaces, confined spaces, and possible sustained periods in hot, cold, or inclement weather.
  • Work also involves equipment operation in residential areas as well as in heavy traffic.
  • Weekend, holiday, and after-hours work are sometimes required, as well as after- hours response and emergencies.

Experience and Training Requirements:

  • High school diploma or general education degree (GED); ten (10) years of responsible experience in a water treatment and distribution system maintenance program including five (5) years of administrative and supervisory responsibility.  Bachelor's degree from a four-year college or university with major course work in water technology, physical science, utility system maintenance and repair, construction technology, business administration or a closely related field preferred but not required.
  • Must possess or obtain within twelve (12) months of hire a valid Georgia Water Distribution Operator’s License and a Georgia Class III Water Treatment Operator’s License and maintain throughout employment.
  • Must possess and maintain a valid Georgia Driver’s License throughout employment.  Commercial Driver’s (CDL) License preferred.
  • Must maintain an acceptable Motor Vehicle Record (MVR) throughout employment.
  • Must maintain a State of Georgia certification in flagging and directing traffic throughout employment.
