DEPARTMENT: Finance

ENTRY SALARY: $96,251.60 annually, plus benefits (Salary commensurate with experience, skills, and qualifications.)

JOB SUMMARY: This position is responsible for directing the county's finance operations. Directs the county’s accounting, finance, and payroll operations. Ensures Compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and relevant local, state, and federal laws. Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel. Oversees the annual financial audit and other compliance audits. Plans and manages the county budget process. Oversees the millage process, including calculation millage rates, LOST rollback rates, etc. Directs the investment of county funds. Manages debt issuance, monitors debt proceeds, use of debt proceeds, debt service, arbitrage requirements, etc. Develops and implements county fiscal policies and internal controls. Compiles and submits a variety of regular and special reports. Directs the retention of department records. Maintains the department webpage. Processes Health Trust draws and reconciles related checking accounts. Provides routine updated reports involving finances, projects, and special requests to the County Manager. Performs related duties. This position will be exempt from Walton County Civil Service Personnel Rules and Regulations.

MINIMUM QUALIFICATIONS: Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require ten years of related experience. Ability to be bonded.
