JOB SUMMARY

The Public Works Superintendent shall work under the direct supervision of the Deputy City Manager. Duties include but are not limited to streets and roadways, medians, trees and parks, storm drains, buildings/facilities and other maintenance activities in the Public Works Department.  Administers department budget and authorizes related expenditures.

 

ESSENTIAL JOB FUNCTIONS

  • Plans, directs and coordinates the activities of the Public Works Department.
  • Assumes supervisory responsibility for assigned services and activities of the Public Works Department including operation, maintenance and repair programs, services and activities related to the City’s streets, sidewalks, and storm drains; oversees the installation of traffic signs and pavement markings
  • Receives and reviews work orders and service requests
  • Maintains liaison with appropriate County, State and Federal agencies.
  • Establishes standards, plans, schedules, and implements procedures for expanding, operating and maintaining the City’s Public Works Infrastructure.
  • Assesses the need for consultant services and recommends; accordingly, represents the City’s interests in overseeing and evaluating consultant recommendations.
  • Hires and supervises employees within the Department. Ensures that all employees under his/her direction comply with the City’s personnel policies and rules.
  • Attends City Council Meetings and advisory board meetings as needed and responds to questions and complaints from General Public.
  • Develops the annual budgets and capital improvement plans in support of short-term and long-range plans or initiatives for each department with assistance from the various departments; collectively monitors the progress of the budget throughout each fiscal year.
  • Respond to information requests, general citizen inquiries, and ensure positive public relations and excellent customer service.

 

  • Ensures all regular reports and deadlines are adhered to and department activities comply with regulating entities’ rules and regulations; immediately notifies the City Manager of any known regulatory violations, inspections, notices, investigations or enforcement activities.
  • Orders supplies and equipment for the department; oversees inventory control
  • Supervises community service workers
  • Assists with city functions and special events and works on-call to handle emergency works as required or necessary
  • Performs other duties as required or necessary.

 

QUALIFICATIONS

 

Minimum Education and Experience:

 

A minimum of a High School diploma or GED is required. A minimum of six (6) years of municipal experience in public works operations, administration and management, street maintenance, buildings and grounds maintenance, and three (3) years supervisory experience or eight (8) years with a minimum of two (2) years in a senior management capacity in public works. An equivalent combination of training, education, and experience will also be accepted. A bachelor’s degree in a related field is preferred. Must possess a valid GA Driver’s License throughout employment. Must maintain an acceptable Motor Vehicle Record (MRV) throughout employment.

Licenses or Certifications:
 

  • Flagger Certification
  • CDL License
  • APWA Certifications (preferred)
  • GSWCC Level 1A Fundamentals (Blue Card): Level 1B Advanced Fundamentals (Red Card) preferred

 

The Public Works Superintendent is expected to make efforts to obtain the necessary licenses. This will be at the City’s expense as directed by the City Manager.

Knowledge, Skills and Abilities:   

 

  • Knowledge of geographical information systems.
  • Knowledge of mapping, graphics and illustration methods and materials.
  • Ability to oversee and participate in the supervision of a comprehensive public works maintenance, repair, and construction program including operation, maintenance, and repair programs, services, and activities related to the City’s streets, sidewalks, and storm drains
  • Knowledge of city, state, federal regulations and City ordinances, rules, regulations and standards.
  • Proven experience in developing and leading teams of people to accomplish public utility tasks, setting goals and objectives, work organization, delegation and employee supervision.
  • Knowledge of municipal financial planning, budgeting, and management.
  • Communicate effectively, both orally and in writing, in a clear and professional manner
  • Prepare a variety of reports related to Public Works activities.
  • Establish and maintain effective working relationships with coworkers, officials, customers, other city departments, and the general public.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Exercise sound independent judgement within general policy and administrative guidelines.
  • Skill in creating a professional department that is progressive, proactive and result driven: lead staff to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork and supports constructive resolution of conflicts.

PHYSICAL DEMANDS

  • Lift and carry items up to 50 pounds
  • Exposure to rough adverse terrain, construction sites, heavy equipment, inclement weather, and extended periods of close detailed work.
  • Exposure to hazardous environment conditions, uneven or unstable terrain, climbing ladders, hazardous materials, chemicals, air and/or water borne pathogens.
  • Occasionally work flexible hours, weekends, holidays and extended hours.
  • Occasional exposure to irate members of the public.

WORK ENVIRONMENT

Work is typically performed in an office and outdoors, where the employee is exposed to machinery with moving parts, noise, dust, dirt, or grease.  The work may require the use of protective devices such as masks, goggles, hard hats and gloves.
