Purpose of Job
The purpose of this job is to coordinate Athens-Clarke County's six Tax Allocation District programs to include facilitation of all six TAD Advisory Committees towards their evaluation and prioritization of potential projects and recommendations / comments regarding proposed projects to the Mayor & Commission; reviewing and evaluating requests for TAD funding; TAD reporting compliance monitoring; sharing information about the TADs with stakeholders, interested parties, and elected officials ; and, to ensure TAD-funded projects are completed in accordance with
TAD-related law and all applicable ACC Policies and Procedures. The position assists in coordinating the state Opportunity Zones located in ACC, including marketing the program to eligible businesses, assisting businesses with filing for the jobs tax credit, and assisting with annual reporting.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in public administration, business, real estate, economics, project management, or related discipline with a minimum of 4 years of experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
 
Master's degree preferred.
 
Must possess a valid driver's license.

Essential Duties, Knowledge Skills & Abilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
 
Assists in developing and maintaining process, guidelines, and criteria for the utilization of TAD funds and TAD Advisory Committees.
 
Facilitates and coordinates six Tax Allocation District Advisory Committees; drafts agendas and posts agendas and meeting minutes; attends and provides staff support for Committee meetings; develops and makes direct presentations to the Committees; and, ensures the Committee charge and purpose as outlined by the Redevelopment Plans is implemented and appropriately documented.
 
Coordinates and assists with studies to identify potential needs and projects within the TADs, including drafting RFPs, overseeing work of planning consultants, and connecting with other ACCGov departments engaged in planning efforts. Works with TAD Advisory Committees to facilitate their prioritization of projects and needs identified through studies, reports, and other planning efforts.
 
Discusses potential proposed projects with developers and advises them concerning ACCGov's policies and procedures. Reviews Request for TAD Funding applications for completeness, eligibility, and alignment of the proposed project with TAD priorities and polices. Requests additional information from applicants as needed. Keeps Economic Development Director and ACC Manager's Office informed of developers' interests in the TADs. Evaluates applications and drafts staff considerations for TAD Advisory Committee to consider as they develop their recommendations and comments regarding proposed projects for the Mayor & Commission.
 
Coordinates with ACCGov Departments regarding TAD-funded public projects to ensure timely and accurate communication, and provides updates to the TAD Advisory Committee, Mayor & Commission, and other stakeholders.
 
Coordinates preparation, reviews, and provides staff input to Manager, TAD Legal Counsel, and Unified Government Attorney's Office regarding draft Community Benefits Agreements (CBAs), Land Use Restrictive Agreements (LURAs), and other agreements related to proposed TAD projects.
 
Requests, receives, monitors, and reviews project reporting and compliance with Community Benefits Agreements , including developer reports, project documents, requisitions for cost reimbursements, and financial reporting. Coordinates closely with the ACCGov Finance Department to ensure compliance with policies and procedures.
 
Provides response and TAD-related information as appropriate to media and general public inquiries; plans and manages public informational meetings as directed by the Economic Development Director and the Manager.
 
Prepares Mayor and Commission Agenda Items and Reports as directed by the Economic Development Director and the Manager; plans and provides presentations to the Mayor and Commission at Work Sessions as directed by the Manager. Utilizes ProVox software to upload agenda items and information.

 Assists with marketing and promoting state Opportunity Zones, and related activities. Shares information about state Opportunity Zones with businesses located on eligible parcels; assists businesses to complete application for the tax credit; reviews applications; and, submits to state for review. Assists in compiling annual Opportunity Zone report and submittal to GA Department of Community Affairs.
 
Proactively guides the development and reuse of commercial and industrial facilities and vacant land parcels.
 
Assists the Director in creating incentive packages to recruit industry and help businesses expand.
 
Analyzes return on investment on economic development incentive packages.
 
Assists in planning, organizing, coordinating, and executing Department prospect visits .
 
Responds to requests for information and/or requests for information (RFls) as necessary.
 
Prepares, composes, edits, and processes correspondence, memoranda, reports, and forms from oral or written instructions.
 
Assists with developing and monitoring departmental budget, purchasing and procurement, and utilizing financial software.
 
Performs other related duties as required.
