Finanace Officer - Water Department

PURPOSE OF CLASSIFICATION
The purpose of this classification is to coordinate accounting, analysis, cash management, and budgetary functions in
the Water Resources Enterprise Fund, assist the Water Resources Director in preparation of the annual budget, to
prepare various financial and administrative forms and reports, and to provide other support to the department director
as may be required. Specific job functions vary by incumbent and assigned department. This will work closely with
the Water Resources Director and the Finance Director, while reporting to the Finance Director.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Assists the Water Resources Director in developing the annual budget in alignment with the Uniform Chart of
Accounts.
Monitoring revenues and expenditures to assure sound fiscal control and the effective and efficient use of budgeted
funds, personnel and facilities. Participates in budget meetings, department meetings, and others as needed. Update the
Water Resources Director on financial status.
Manage organizational cash flow and provide financial forecasting to maintain fund balance. Make recommendations
on capital project program funding and timing.
Provide written reports and summaries of Enterprise Fund
Recommends necessary budgetary transfers as required by Oconee County’s Fiscal Ordinance and the Uniform Chart
of Accounts.
Assists other employees of the Enterprise Fund in all elements of financial transactions, including Purchase Orders,
Accounts Payable, Accounts Receivable and other aspects of finance.
Perform bank reconciliations.
Provide information requiring interpretation of county financial and budgetary policies and procedures.
Preparation for the annual audit; provide assistance to auditors with financial reports, statements, and documents for the
completion of the annual audit.
Assist with financial functions in other areas of the Finance Department.
Proficient in advanced uses of PC applications software such as Excel, Microsoft Word, and automated database
management and accounting systems to perform assigned job duties.
ADDITIONAL FUNCTIONS
Performs other related duties as required. Adheres to all county Safety Policy and Procedures.

MINIMUM QUALIFICATIONS
Associate’s degree with course work emphasis in accounting or bookkeeping; supplemented by one (1) to two (2) years
previous experience and/or training involving governmental (Fund) accounting, and the use of accounting software
applications. Level I Finance Officer Certification and customer service experience preferred; or any equivalent
combination of education, and experience which provides the requisite knowledge, skills, and abilities for this job.

information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to
calculate decimals and percentages.
Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions
furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify
methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving
evaluation of information against measurable or verifiable criteria.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may
involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks
may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors,
sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental
conditions.
