DEFINITION

This position assists the Gas Department in assuring compliance for regulations, training, and manual updates to comply with DOT/PHMSA pipeline safety standards. This position administers or schedules OQ training and evaluations to be completed by employees, enters/reviews work order data in the Hiperweb and BS&A systems, maintains inventory and orders materials for the department, maintains the Public Awareness Program, assists with the rebate and on-bill financing programs, and all other duties as assigned.  

ESSENTIAL DUTIES & RESPONSIBILITIES

•    Maintains the records for the Operator Qualification Program including training and evaluations of covered
tasks for gas department staff.
•    Maintains the Gas Departments Safety Program records and assist the Gas Systems Manager with establishing departmental SOP’s.
•    Reviews and updates manuals to ensure compliance with Federal minimum safety standards of DOT/PHMSA regulations.
•    Maintains all the requirements of the Public Awareness Program and acts as a liaison with emergency responders, local officials, and other gas system operators within Newton and Walton counties.
•    Enters and reviews Hiperweb and BS&A workorders to assure all data is recorded properly and completely to comply with federal regulations. 
•    Maintains and reviews department inventory levels assuring materials are on-site as needed to complete work assignments. 
•    Obtains quotes from vendors, enters purchase orders for the department for Director approval. 
•    Assists the Department with inspections/audits form the Georgia Public Service Commission, Office of Pipeline Safety.
•    Enters, updates, and retrieves data from a computerized record system; composes reports, correspondence, and notices.
•    Maintains damage prevention program for the department and reporting to GUFPA.
•    Performs other duties as assigned by the Gas Director.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:

•    A valid Georgia drivers’ license.
•    High school diploma or GED
•    Good organizational and record keeping skills 
•    Computer data entry skills including Microsoft Office.
•    Knowledge of regulatory requirements for the operations and maintenance of a natural gas distribution system.
•    Any equivalent combination of education and experience.


NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

•    Knowledge of federal and state regulations and requirements for the safe operation of a natural gas distribution system.
•    Knowledge of NFPA 54
•    Knowledge of DOT/PHMSA Parts 191 & 192 
•    Knowledge of City of Covington Codes and Ordinances
•    Knowledge of Operators Qualification Program and B31Q procedures
•    Knowledge of Hiperweb system, BS&A software, and Microsoft Office 
•    Skill in problem solving.
•    Skill in prioritizing and planning.
•    Skill in interpersonal relations.
•    Skill in oral and written communication.


SUPERVISORY CONTROLS

The Gas System Operations Manager and Gas Director assigns work in terms of very general instructions. 

GUIDELINES

Guidelines include the State of Georgia Code Title 46, the Code of Federal Regulations, the Natural Gas Fuel Code, city and county ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.  

COMPLEXITY/SCOPE OF WORK

The work consists of varied technical and administrative duties and requirements.
