JOB SUMMARY

 

Responsible for the day-to-day operations of the Land Bank Authority (“LBA”), the purpose of which is to acquire tax delinquent properties situated in the City of Griffin (“City”) and Spalding County (“County”) and any property deeded to the LBA in order to foster the public purpose of returning land which is in a nonrevenue-generating, nontax-producing status to an effective utilization status to provide affordable housing, new trade, commerce, industry and employment opportunities for the citizens of the City and County.

 

MAJOR DUTIES

 

  • Directs and coordinates the day-to-day operations of the LBA;
  • Oversees all programs and projects within the LBA;
  • Plans and implements, in conjunction with City and County planning departments, comprehensive public and private housing policies and redevelopment plans with the primary purpose of converting nonrevenue-generating, tax delinquent parcels back to a productive use and onto the tax roll;
  • Researches and evaluates property acquisition and development opportunities, zoning, land use patterns, property ownership, property values, property tax payment status, property maintenance violations special assessments, liens, title conditions, and other relevant property history related to specific properties and/or neighborhoods;
  • Develops and prepares management plans for redevelopment activities and assists with developing goals and objectives for redevelopment projects;
  • Negotiates the sale or transfer of blighted, vacant, and/or abandoned property to the LBA;
  • Coordinates and disseminates information with the LBA Board, City, County, as necessary;
  • Creates, develops, and implements marketing and training programs to build public awareness and support;
  • Manages website content and collateral materials;
  • Attends meetings of the City, County, LBA, and other development partners as the LBA representative, as necessary, which may occur during or after normal business hours;
  • Prepares annual budget and submits to the City and County for approval; and
  • Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION

 

  • Knowledge of operations and functions of land bank authorities and/or knowledge of local housing development, urban renewal, affordable housing initiatives, real estate law, and real property development and/or construction
  • Ability to develop and administer policies, plans, and procedures as necessary in the completion of daily responsibilities.
  • Ability to develop and implement long-term goals for the LBA in order to promote effectiveness and efficiency.
  • Skill in the development and implementation of collaborative development strategies.
  • Ability to use independent judgment and discretion and ability to request assistance as needed.
  • Ability to communicate effectively, both verbally and in writing, to individuals and groups.
  • Ability to use a computer with proficiency in the use of Microsoft Office to include Word, Excel, PowerPoint, and Outlook.
  • Skill in problem solving.
  • Skill in interpersonal relations.
  • Skill in preparing and delivering public presentations.

 

 

 

 

SUPERVISORY CONTROLS

 

This position works under the supervision of the Director of Planning & Development and receives direction from the Land Bank Authority Board.

 

GUIDELINES

 

Guidelines include city and departmental policies, the Amended and Restated Interlocal Cooperation Agreement to Establish and Maintain the Griffin-Spalding County Land Bank Authority, and Georgia laws relevant to the operation of land banks. These guidelines require judgment, selection and interpretation in application.

 

COMPLEXITY/SCOPE OF WORK

 

  • The work consists of varied management duties. The variety of tasks to be managed contributes to the complexity of the position.
  • The purpose of this position is to direct the operations of the Land Bank Authority. Success in this position results in the efficiency and effectiveness of those operations.

  • Contacts are typically with co-workers, other city employees, elected and appointed officials of the City and County, representatives of state and federal agencies, LBA Board members, and members of the general public.
  • Contacts are typically to provide services; to give or exchange information; to resolve problems; to motivate or influence persons; or to justify, defend or negotiate matters.

 

PHYSICAL DEMANDS/ WORK ENVIRONMENT

 

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching or stooping. The employee occasionally lifts light objects and distinguishes between shades of color.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

 

This position does not provide direct supervision to anyone.

 

MINIMUM QUALIFICATIONS

 

  • High school diploma or GED and more than five years’ experience related to the diverse objectives and functions of the LBA in order to direct and coordinate work of the LBA.
  • Bachelor’s degree in a related field, preferred.
  • Extensive land bank and/or legal real estate experience, preferred.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
