JOB SUMMARY

This position is responsible for administering the city’s planning, zoning, and floodplain manager functions.

MAJOR DUTIES

  • Provides administrative and technical support, information and assistance to the general public, professionals, elected and appointed officials, developers, and other city personnel regarding complex zoning classifications and zoning code administration functions.
  •  Answers general questions regarding legal descriptions, floodplain information, zoning issues, etc. 
    Reviews submittals for completeness for site plan approvals, subdivisions, zoning petitions, variances, and conditional use requests.
  •  Prepares Planning and Zoning Commission agendas, schedules public hearings before City Council and posts to city Website. 
  •  Attends Planning & Zoning Commission meetings taking notes, getting required signatures, collecting information, and providing additional information to board members; transcribes minutes for public records.
  •  Assigns addresses for new subdivision developments and commercial establishments with Chatham County E911 Emergency Master Address Listing.
  • Performs a variety of routine clerical work including, filing, billing, copying, scanning, emailing, faxing, typing etc. 
  •  Interacts and communicates with various groups and individuals.
  •  Performs all secretarial and administrative duties in support of the Planning and Zoning Department. 
  •  Serves as CRS Coordinator and Floodplain Manager. Review and assess development for compliance with the City’s Flood Damage Prevention Ordinance, coordinate map appeals, requests for map changes and flood determinations. Reviews Elevation Certificates for accuracy and compliance with the City’s Flood Damage Prevention Ordinance.
  •  Attends all required meetings.
  • Provides zoning certification and zoning compliance letters as requested.
  •  Receives and processes applications for a full range of requests to include site plans, construction drawings, rezoning petitions, variances, conditional uses, etc. and keep accurate logs.
  •  Conducts and complies property research, including zoning history, size, dimensions, development patterns, land use and property ownership, providing information to property owners, adjacent property owners, and outside agencies of public hearings, meetings, approvals, denials etc.
  •  Reviews all phases of subdivision from sketch plans to final plat approvals and recording; interpreting maps and drawings.
    Coordinates with applicants, architects, engineers, general contractors, site surveyors, and homeowners, via walk-in and over the telephone of items that will need to be provided for meetings and/or final approvals.
  •  Keys in required information for PowerPoint presentations at bi-monthly Planning and Zoning meetings. 
  •  Prepares public notice as needed to be placed in the local newspaper for zoning map amendments, variances, conditional uses, text amendments, etc. 
  •  Prepares signs for public notice to be placed at site for rezoning, variances, conditional uses, amendments, etc. 
  •  Confirm zoning regulations are followed; referring to land use maps, zoning maps, PUD Master Plans, PUD Developments Standards, adopted Flood maps, recorded plats/deeds, policy and procedure manuals, codes, laws, regulations, publications, and reference texts, etc. 
  •  Investigates complaints received from the citizens concerning zoning violations and coordinates with Code Enforcement.
  •  Provides yearly documentation to maintain Community Rating Service status for Floodplain Management to include maintaining certificate of elevations on new construction, log phone call inquiries, set up display in library with flood information, update website and conduct outreach projects. 
  •  Ensures zoning regulations are followed; referring to land use maps, zoning maps, PUD Master Plans, PUD Development Standards, subdivisions, recorded plats/deeds, etc. 
  •  Complies and prepares information for developments that require DRI Review (Development of Regional Impact)
  •  Performs the duties of the Census Liaison; performs annual updates on boundary and annexation survey maps for the US Census Bureau.
  •  Attends professional workshops and conferences to maintain proficiency in planning and zoning interpretation and new economic development trends. 
  •  Type and mail board decisions to applicants, petitioners, surveyors, engineers, etc.
  •  Maintains permanent records and current records of all submitted applications. 
  •  Maintains and forwards all zoning map updates to engineering firm on a quarterly basis.
  •  Updates monthly building report that includes single-family, multi-family, and townhomes for marketing statistics.
  •  Coordinates draft amendments of the zoning ordinance and subdivision regulations as required.
  •  Reviews Special Flood Hazard area development for compliance with the City of Pooler’s SFHA Ordinance and the Zoning Ordinance including obtaining all required approvals from the other agencies.
  •  Performs other related duties as directed by Director of Planning & Development. 

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of the methods, policies and procedures of the Planning and Zoning Department.
  • Knowledge of Floodplain Management requirements and regulations. 
  • Knowledge of relevant local, state, and federal laws, standards, regulations, and ordinances pertaining to this position.
  • Knowledge of computers and job-related software programs; also, government processes and services, funding sources, and economic research methods.
  • Knowledge of plan review principles.
  • Skill in reading and interpreting blueprints, maps, and aerial photographs.
  • Skill in the completion of accurate and timely reports.
  • Ability to review subdivision plans, site development plans and related drawings for compliance with applicable local regulations and ordinances. 
  • Skilled in operation of modern office equipment.
  • Ability to communicate effectively and diplomatically in both oral and written, with State and Federal Agencies, private businesses, elected officials, community volunteers, potential developers, city staff and the general public, including formal presentations.
  • Skill in interpersonal relations.

SUPERVISORY CONTROLS

The Director of Planning and Development assigns work in terms of department goals and objectives and will review work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include city codes and ordinances, the city comprehensive land use plan, the employee handbook, floodplain management principles, and US Census Bureau policies and procedures. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied administrative duties. Strict regulations contribute to the complexity of the position.
  • The purpose of this position is to administer the city’s planning, zoning, and floodplain management functions.  Successful performance helps ensure compliance with city codes and ordinances.

  • Contacts are typically with co workers, elected and appointed officials, attorneys, engineers, architects, surveyors, developers, landscape architects, contractors, realtors, property owners, insurance agents, representatives of state and federal agencies, and members of the general public.
  • Contacts are typically to exchange information, motivate personnel, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.
  • The work is performed in an office.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Must possess or be able to obtain a CFM (Certified Floodplain Managers) Certification within the first year of employment.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
