POSITION SUMMARY
Under the general direction of the Director, the employee will plan, organize, direct, and manage the fleet and facility operations, with staff in the efficient operation of all city owned facilities. This work is accomplished by ensuring high-level customer service, ensuring compliance with health and safety regulations to protect employees and guests, and maintaining a secure work environment. Positions allocated to this classification report to a Department Head and are responsible for supervising contractors, managing budgets, and creating long-term efficiency for the City of Stonecrest.
MAJOR DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Supervise and evaluate the performance of assigned staff; interview and participate in selecting employees; train, counsel, discipline and terminate personnel according to established policies and procedures.
- Plan, organize, direct, and manage the Fleet and Facilities operations, including vehicle acquisition, fleet maintenance, operations, and facility construction and renovation projects.
- Receives, manages, and processes work order requests for City Hall; manages the preparation of rooms for rental and meeting use, and ensures problems are resolved quickly.
- Physically surveys buildings, devices, structures, and systems (e.g., roofing, fire alarms, security cameras, heating, and air-conditioners) on a regular basis and identify needs for maintenance, repairs, and renovations. Inspects project work for compliance with plans, performance standards, and all applicable federal, state, local, and department safety regulations.
- May supervise or assist in supervising construction and major renovations to all City facilities.
- Assist with the preparation of the annual department budget and assist in the capital facilities budget, approve expenditures according to established policies and procedures, provide support to the finance department in asset control and tracking facilities assets, vehicle parts and equipment.
- Assist procurement with the development of scopes of work as needed to prepare bid documents on City projects, reviewing contractor proposals and providing input for awards, provides oversight to contractor performing facilities related work at all facilities.
- Assign crews to work projects, transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for compliance with all safety protocols,
- Conducts safety trainings and meetings for City facilities and staff and manages the Emergency Action Plan for City Hall
- Manages the City’s Fleet through Agile Fleet Management, acquires MVR reports to approve training, provides Fleet Training and authorizes drivers for the City. Inspects the City vehicles, provides maintenance and reports on use to the Department Director and City Manager, updates and upholds the Fleet Policy and makes recommendations for vehicle purchases.
- Coordinates with the City security contractor(s) and local law enforcement to schedule security for City Hall meetings, recreation events and other City events. Maintains attendance records and submits requests for payment.
- Manages and controls building security systems, regulates users, distributes access cards, and audits users for access points.
- Ensures buildings are properly equipped with safety posters, communications boards, and health and safety devices,
- Conducts accident investigations.
- Responds onsite in emergency situations.
- Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS
Bachelor’s Degree from an accredited college, university, or trade school with an emphasis on facility maintenance, building management, business, construction, or closely related field and five (5) years of progressively responsible related experience and/or training (minimum of three (3) in a supervisory capacity); or any equivalent combination of education, training, and experience in public works and/or municipal setting which provides the requisite knowledge, skills and abilities for this position.
Certificates, Licenses and Registrations
Must possess and maintain a valid Georgia’s driver license. Must pass a 3-year MVR check.
Knowledge, Skills, and Abilities
- Thorough knowledge of principles, practices, methods, and materials and theories of facilities management, office equipment, security systems and equipment maintenance.
- Considerable knowledge of occupational hazards and safety precautions.
- Knowledge of tools and materials used in municipal maintenance.
- Knowledge with municipal (or related) budgeting and procurement processes
- Working knowledge of fleet management software and fleet management practices
- Ability to plan, organize and direct the activities in the areas of responsibility and anticipate their impact on city government as well as the general public.
- Ability to plan, direct and coordinate the work of supervisory and professional personnel.
- Ability to establish and maintain positive working relationships with subordinates, community agencies and the general public.
- Ability to analyze problems and exercise sound professional judgment and make logical and valid conclusions.
- Ability to plan, lay out and supervise a work program involving public work employees.
- Ability to use personal computer and related software.
- Ability to interact and communicate clearly with coworkers, citizens, and vendors, both orally and in writing, in a courteous, friendly matter
- Ability to work effectively with coworkers and the general public.
OTHER REQUIREMENTS
- Performs or assists in performing more difficult or skilled tasks.
- May uses and maintains hand tools needed for manual labor tasks.
- Exposure to all types of weather and will work around light and heavy equipment.
- The employee regularly works outdoors under varying climate conditions.
- The employee performs some duties that require performing tasks in and around heavy traffic.
- The employee may be exposed to hazardous conditions and noxious chemicals.
- The employee may be exposed to prolonged high noise levels.
- May be required to work additional hours, in the evening, holidays and weekends. May attend meetings and may be required to assist at special events and tournaments.
