LOCATION: Richardson Health Center (involves travel to other DKPH health centers and locations throughout DeKalb County)

DIVISION/DEPARTMENT: Office of District Health Director

SALARY INFORMATION: Senior Exempt (Up to $140,000 dependent on education, experience, and qualifications

DUTIES: The Chief Operations Officer (COO) reports to the District Health Director/Chief Executive Officer (DHD/CEO) and assists with implementing the agency’s strategic plan. The COO must be able to execute on strategy and to ensure that the health department operates efficiently while providing high quality care and exceptional customer service to members of the public. The COO provides operational, managerial, administrative procedures, and operations controls to the health department. The COO ensures that systems, processes, and procedures are in place and utilized continuously to improve the services, efficiency, and outcomes of all divisions, offices, and departments. The COO effectively communicates and fosters growth among the leadership team and all employees. This vital leadership role drives results and increases the overall efficiency of DeKalb Public Health. The COO oversees the Office of Communications & Media Relations, Office of Public Health Preparedness, Internal Services Department (Purchasing, Contracts, Facilities), and Information Technology Department.  

 

MINIMUM QUALIFICATIONS: Bachelor’s degree in related field from an accredited college or university AND seven years of experience managing professional level staff

OR

Ten years of related professional experience AND Seven years managing at the level equivalent to area of assignment

OR

Seven years of experience required at the lower-level Dir., Business Ops (GSM014) or position equivalent.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

 

PREFERRED QUALIFICATIONS: Bachelor’s or advanced degree in business, operations management, or related field, MBA with healthcare focus or MHA preferred. 5-10 years of executive level operational experience preferred. Exceptional executive presence, business acumen, and presentation skills. Budgeting and/or financial focused mindset. Ability to strategize and solve problems with innovative solutions. Proven ability to effectively manage and supervise staff, including under stressful conditions during emergency responses. Excellent written and verbal communication skills are essential. The ability to write clear, concise reports, and to follow and to give clear written and oral instructions is essential. Experience writing/reviewing grants. Exceptional organizational skills, data interpretation skills, and time management skills with proven ability to meet deadlines including time-sensitive projects. Experience collaborating with external partners and relevant agencies at all levels of government. Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint).
