JOB SUMMARY:

The System Administrator is responsible for effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure. This individual participates in technical research and development to enable continuing innovation within the infrastructure. This individual ensures that system hardware, operating systems, software systems, and related procedures adhere to organizational values.
 

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
 

The 911 Center Systems Administrator shall be certified as a Public Safety Telecommunicator; GCIC/NCIC certified; EMD (Emergency Medical Dispatch) certified, or able to attain certification within first year of employment. The 911 SA shall be trained in call taking and dispatching to allow a full understanding of 911 Center operation or complete training within first six months of employment. This will provide the background to provide focused and critical support to personnel utilizing the hardware and software assets installed in the 911 Center.

 

911 Systems Administrator will act as the single point of contact and liaison between the 911 Center, external vendors, city/county agencies and the MIS department in matters concerning the 911 Center’s Computer Aided Dispatch (CAD) and computer hardware installed in the center. This position is responsible for holding vendors accountable to their contractual obligations.

 

Performs routine to complex setup, installation, and configuration of the Computer Aided Dispatch (CAD) and Voice/Data Recording systems to include new software releases and upgrades; implements, configures, and tests related CAD applications in a controlled environment prior to installation on live systems.

Troubleshoots and resolves routine to complex problems with servers, databases, emergency communications applications, and user hardware and software; works with vendors to resolve issues, when appropriate. Installs and repairs desktop hardware and software; sets up new user accounts in Active Directory.

Monitors and modifies database configurations; maintains database indexing; and performs refreshes of development and training databases.

Implements security measures to protect data and applications; maintains security and user profiles for applications; adds and removes users, when necessary.

Performs backup and recovery operations for servers and databases and assists with capacity planning for the CAD and Voice/Data Recording systems.

Consults with users to identify existing system problems or new business requirements then evaluates and recommends various software and hardware solutions to meet user needs. Assists with researching, recommending, implementing, and testing new functionality and configuration changes.

Develops, maintains, and publishes routine to complex custom reports.

 

Provide onsite support to law enforcement agencies that are equipped with Mobile Data Terminals (MDT) as well as provide training on 911 Center operations.

Provides on-call and/or after hours support when assigned or requested.

 

Regular and predictable attendance is required.

Performs other related duties as assigned or requested.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor degree in Computer Science, Emergency Management, Business Administration, Mathematics or a directly related field.

At least two years of related experience in Information Technology working in a server environment.

Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.

 

Preferred Licenses and Certifications:

A+ Certification, Net+ Certification, ENP, Valid class C Driver’s License and satisfactory motor vehicle record.

 

 

 

Knowledge, Skills, and Abilities:

Knowledge of Central Square Enterprise Computer Aided Dispatch systems
 

Knowledge of Server Virtualization (VX-Rail / VMWare).
 

Knowledge of complex data querying / reporting.
 

Knowledge of general networking principles.

Strong communication skills required.

Experience with installing, configuring, and maintaining emergency communications systems and applications (Central Square/Intrado or comparable) is preferred.

Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
