PROGRAM DELIVERY MANAGER

Job Summary

This position is responsible for managing the scope, schedule and budget of transportation projects. Individuals in this position manage county staff and outside consultants for all phases of projects including concept development, screening, scoping, preliminary design, final engineering design, environmental document preparation, right of way acquisition, utility coordination, bidding and construction.  Individuals in this position should be familiar with the Plan Development Process requirements and be familiar with federal, state and local regulations and requirements applicable to each component of the projects.

This position is also responsible for access management planning, coordination and review of   development plans requiring access, encroachment or improvement/expansion of   county road systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

  • Managing all active transportation projects in accordance with applicable local, state, and federal regulations.
  • Prioritizing, scheduling, and managing all tasks associated with project delivery for all transportation projects.
  • Developing strong project control procedures to effectively deliver infrastructure projects.
  • Managing and developing plans and cost estimates for transportation projects related to county transportation projects or development projects.
  • Developing recovery plans for projects behind schedule.
  • Assisting in the preparation and development of the annual division budget forecast.
  • Managing all development plans; reviewing and assisting with utility permit reviews for the county Department of Transportation.
  • Managing the procurement process of transportation projects, including but not limited to preparing RFP/RFQ/Bid documents, conducting reviews, and recommending selection.
  • Presenting project updates to upper management.
  • Supervising right-of-way encroachment permits for work to be done in the county right-of-way by contractors, developers, and utility companies.
  • Responding to citizen complaints and questions regarding active projects and potential solutions.
  • Conducting on-site inspections and meetings with contractors and other project stakeholders to ensure progress, resolve conflicts, and document project activities.
  • Supervising right-of-way acquisitions for transportation and development projects and negotiating on the County’s behalf.
  • Ensuring compliance with DCDOT’s LAP Certification and being responsible for renewals when applicable.
  • Assisting in the review of other roadway expansion plans and projects as needed.
  • Serving as a liaison between local, state, and federal agencies to coordinate project implementation.
  • Performing other duties as assigned.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree or higher from an accredited college or university with a major field of study in a related discipline.
  • Seven (7) years of directly related experience.
  • Three (3) years of related supervisory experience.
  • An equivalent combination of education and experience may be considered.
  • Certifications related to Roadway Design, NEPA/GEPA Environmental Permitting, ROW Acquisition, and Construction are preferred.
  • Experience with GDOT Cost Estimates, Project Delivery, and Procurement is strongly preferred.

ELIGIBILITY REQUIREMENTS:

  • Ability to drive a county vehicle.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)
  • Possess and maintain a valid Georgia Engineer’s (PE) License (An Engineer In Training Certificate may be considered at the county’s discretion if licensure can be achieved within 1 year of employment)

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of AutoCAD, Micro Station or comparable design software
  • Knowledge of Geographic Information Systems
  • Knowledge of civil engineering principles and roadway access control practices
  • Knowledge of local, state and federal laws applicable to public works construction projects, including project design and procurement
  • Knowledge of county and department policies and procedures
  • Knowledge of Georgia Department of Transportation Plan Development Process, Plan Presentation Guidelines, Road Design standards and construction specifications
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD)
  • Knowledge of AASHTO roadway geometric design policy and guidelines
  • Knowledge of county geography, including street and road names, rights-of-way, and locations
  • Knowledge of diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department
  • Skill in performing engineering related mathematical calculations
  • Skill in communicating with engineers, developers, lawyers and other professionals
  • Skill in estimating costs and materials
  • Skill in interpersonal relations
  • Skill in oral and written communication
  • Ability to understand and follow oral and written instructions

Salary: $99,779.16 annually, ($47.97 hourly) plus full benefits package
