POSITION SUMMARY     

Under the general direction of the Director of Parks and Recreation, the employee will provide leadership and oversight of landscape, maintenance, fleet and facility operations.  The incumbent will direct, implement, and supervise subordinate crew leader/s and crews in a variety of City facility and property construction, landscape, beautification and maintenance projects for the City’s, Parks and Recreation Department. This position is responsible for administrative, supervisory, and technical work of a complex and specialized nature planning and coordinating field crew activities in construction, landscape, beautification, maintenance and repair of City buildings, streets, grounds and/or facilities.

MAJOR DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Prepare the annual department budget and assist in the capital facilities budget, approve expenditures according to established policies and procedures, provide support to the finance department in access control and tracking facilities assets, vehicle parts and equipment.
  • Administratively responsible for management of the city's ROW areas and drainage which includes needs created through maintenance as well as new construction
  • Make recommendations and assists in the development of the department’s policy and procedure manual
  • Plan, organize, direct and manage the Fleet and Facilities operations, including vehicle acquisition, fleet maintenance, operations, and facility construction.
  • Receives, manages, and processes work order requests for City facilities; manages the preparation of rooms for rental and meeting use, and ensures problems are resolved quickly.
  • Physically surveys buildings, devices, structures, and systems (e.g., roofing, fire alarms, security cameras, heating and air-conditioners) on a regular basis and identify needs for maintenance, repairs, and renovations.  Inspects project work for compliance with plans, performance standards, and all applicable federal, state, local, and department safety regulations.
  • May supervise or assist in supervising construction and major renovations to all City facilities.
  • Assist procurement with the development of scopes of work as needed to prepare bid documents on City projects, reviewing contractor proposals and providing input for awards, provides oversight to contractor performing facilities related work at all facilities.
  • Assign crews to work projects, transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for compliance with all safety protocols,
  • Conducts safety trainings and meetings for City facilities and staff and manages the Emergency Action Plan for City Hall
  • Manages the City’s Fleet through Agile Fleet Management, acquires MVR reports to approve training, provides Fleet Training and authorizes drivers for the City. Inspects the City vehicles, provides maintenance and reports on use to the Department Director and City Manager, updates and upholds the Fleet Policy and makes recommendations for vehicle purchases.
  • Manages and controls building security systems, regulates users, distributes access cards and audits users for access points.
  • Ensures buildings are properly equipped with safety posters, communications boards, and health and safety devices,
  • Conducts accident investigations.
  • Responds onsite in emergency situations.
  • Direct or conduct the preparation of cost estimates and timetables on maintenance and new construction projects; prepares specifications, authorizes requisition of materials and supplies needed for project completion
  • Supervise construction and maintenance of landscape, parks, and athletic field construction projects
  • Facilitate the preparation and management of contractual agreements between the city and vendor agencies for the responsibility area
  • Assign crews to work projects; transfers workers from one project to another as workload changes, coordinates the use of available equipment, checks each project for conformance to work plans and makes changes when necessary
  • Recommend hiring, transfer, promotion, layoff, recall, discharge, performance for merit increase and recommends denial or approval; processes timesheets and maintains annual/sick leave records
  • Assign personnel to work locations; coordinates the work of all subordinates and the use of available equipment to obtain maximum performance
  • Implement innovative beautification projects and activities for citizens
  • Conduct inspections of parks and athletic fields and facilities to ensure safety and proper conditions are feasible for public use
  • Inspect assigned projects for progress and conformance to work plans. Makes changes in work plans when indicated
  • Inspect and analyzes reported problems to determine extent of maintenance needs
  • Attend necessary meetings and maintain required certifications and licenses. Represents the department at community events and promotes the departments overall mission
  • Coordinate maintenance and repair of designated facilities and grounds
  • Prepare detailed records and reports in a timely manner
  • Required to respond under emergency condition
  • Consults with others on complex problem situations and provides technical expertise.
  • Provides progress and activity reports to senior management; and assists with the revision of procedure manuals as appropriate.
  • Performs related duties as assigned

MIMIMUM QUALIFICATIONS

Associates Degree from an accredited college, university, or trade school with an emphasis on landscape, turf management, horticulture, or closely related field and five (5) years of progressively responsible related experience and/or training (minimum of three (3) in a supervisory capacity); or any equivalent combination of education, training, and experience in public works and/or recreation and parks maintenance which provides the requisite knowledge, skills and abilities for this position. 

Certificates, Licenses and Registrations

Must possess and maintain a valid Georgia’s driver license.  Must obtain Georgia Pesticide Applicator License within one (1) year from hire date. Certification in basic First Aid/CPR/AED, and certification as a Certified Parks and Recreation Professional (CPRP) are preferred or must obtain both within one year of employment.

  • While performing the duties of this job, the employee is frequently required to stand, talk, walk and hear; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms.
  • The employee is occasionally required to walk, climb, balance, stoop, kneel and crouch.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • While performing the duties of this job, the employee regularly works in an office and outdoors.  Exposure to all types of weather and will work around light and heavy equipment.
  • The employee regularly works outdoors under varying climate conditions.
  • The employee performs some duties that require performing tasks in and around heavy traffic and may be exposed to prolong high noise levels.
  • The employee may be exposed to hazardous conditions and noxious chemicals.

May work an adjusted schedule for assisting in events occurring after 5:00 p.m. or weekends, such as meetings, or planned events.
