The City of Warner Robins is recruiting a new City Engineer.   The City Engineer is currently part of the Building and Inspections Department but will be elevated to Department Director of the newly created Department of Engineering. This department provides mapping services to all departments within the city. The department administers the permitting process for utility installations and assists in the acquisition of rights of way for roadway and drainage and improvement projects.

The City Engineer trains and supervises the staff within the department and provides engineering design support for capital improvement projects, zoning issues, annexations, development plans, and preliminary and final plats. The position is responsible for the oversight and administration of the soil, erosion, sedimentation, and pollution control programs. The position also administers the National Flood Insurance Program.

Major Duties

  • Trains, assigns, directs, supervises and evaluates personnel; enforces work safety regulations.
  • Oversees the review process for site/subdivision plan submittals.
  • Oversees the inspection of site/subdivision construction.
  • Provides engineering design support for capital improvement projects.
  • Provides engineering design support for zoning issues, annexations, preliminary plats, development plans, and final plats.
  • Serves as the primary administrator for the National Flood Insurance Program.
  • Oversees the administration of soil, erosion, sedimentation, and pollution control programs for the city.
  • Oversees the city’s mapping operations.
  • Provides contract administration support for capital improvement projects.
  • Provides assistance to all departments seeking engineering and planning services.
  • Administers the permitting process for private utility installations.
  • Assists in right-of-way acquisitions for roadway and drainage improvement projects.
  • Performs related duties.

Required Knowledge

  • Knowledge of city zoning, development, stormwater regulations and procedures.
  • Knowledge of zoning and annexation procedures.
  • Knowledge of engineering principles and theories.
  • Knowledge of project management principles.
  • Knowledge of federal acquisition rules and regulations.
  • Knowledge of supervisory principles and practices.
  • Knowledge of computers and job-related software programs.
  • Skill in planning, organizing, directing and coordinating the work of personnel.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in oral and written communication.

Minimum Qualifications

  • Must be registered as a Professional Engineer in the State of Georgia or capable of obtaining a Professional Engineering license within six (6) months of employment.
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in civil engineering from an accredited college or university.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with seven (7) years or more of progressively responsible experience in engineering, construction management, or a related field.
  • An equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job is acceptable, but three (3) years of progressively responsible experience in engineering or a related field is a minimum requirement.
  • Supervisory experience is required, experience working and supervising employees in a municipal environment is preferred.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

The hiring range for this position is from $105,000 - $120,000
