This is a full-time position and receives all benefits afforded to regular employees. 

Summary: The purpose of this classification is to provide professional staff support in the planning, organizing and implementation of government wide human resources programs.

Essential Job Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. This classification is part of the broad-band compensation plan. Duties listed may not be performed by all incumbents, and level may be assigned in accordance with the skills and proficiencies demonstrated by the incumbent.

  • Coordinates county wide human resources programs. Incumbents are assigned to a function or functions within the human resources department including employment, organizational development and training, compensation and classification, performance management, benefits administration, and safety and risk.
  • Provides professional staff support to departments, which includes interpreting laws, rules, regulations, and policies related to human resources programs and makes recommendations for policy and procedural changes.
  • Develops and conducts information and orientation sessions on various human resources topics.
  • Participates in problem solving, conflict resolution, team building, and planning sessions.
  • Prepares and maintains a variety of correspondence which may include public notices, files, records, announcements, communication materials and/or other related information for assigned division.
  • Responds to requests for information from employees and/or the general public regarding a variety of human resources procedures, programs, job opportunities, and/or other information.
  • Researches, compiles and analyzes a variety of data and information and prepares related reports.
  • Enters data into computer using appropriate software and/or system, retrieves data entered for ad-hoc reports.
  • Serves as a resource to county departments on the appropriate use of personnel forms, time and attendance and compliance with personnel rules and regulations.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Maintains confidentiality of departmental issues and documentation.
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending or receiving faxes, filing documentation, processing incoming/outgoing mail, or shredding confidential or obsolete documentation.
  • Performs other related duties as required.

Minimum Education, Training and Experience: Bachelor’s degree and two (2) years of professional experience in the human resources management including experience in the job’s specialized field of recruitment and selection, employment services, classification and compensation. 

Required Certificates/Licenses: Associates degree in Business Administration, Human Resources, or closely related field supplemented by three years of technical human resources experience to include at least one of the following areas:  recruitment, organizational development and training, compensation and classification, benefits administration, or workers compensation and safety; requires experience in personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. May require possession and maintenance of valid Georgia Appointment of Notary Public certification. Requires a valid driver’s license.
