JOB SUMMARY

The Water Sewer Division Director plans, organizes, and directs the overall operation of the water sewer department, carries out water and wastewater operations to meet community service demands, and assures operations comply will all state and federal regulations. 

ESSENTIAL JOB FUNCTIONS

  • Supervises, directs, and evaluates the work of personnel, handling employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Ensures development of all department staff.
  • Oversees water treatment plant operations and maintenance.
  • Oversees wastewater plant operations and maintenance.
  • Oversees service division operations, including maintenance of water distribution system infrastructure (water lines, valves, meters, booster stations, water quality, finished water reservoirs and fire hydrants) and wastewater collection system infrastructure (gravity and pressurized sanitary sewer lines, manholes, service connections, and lift stations).
  • Conducts meetings with personnel to discuss issues, upcoming events, projects, goals, and to assign responsibilities.
  • Ensures department is in compliance with all applicable state and federal regulations and laws.
  • Evaluates collection and distribution records, observes conditions, and performs calculations to determine whether or not the collection and distribution is operating effectively.
  • Develops short- and long-range plans and goals for the department and determines project priorities in conjunction with the City Manager.
  • Prepares the annual departmental budget and monitors expenditures under the current budget.
  • Plans and estimates costs for capital improvement.  
  • Prepares all reports for regulatory agencies.
  • Performs testing and directs activities and process control at waste water treatment plant.
  • Operates equipment and performs repairs as needed.
  • Reviews the work of contractors. 
  • Selects and requisitions all materials, equipment, and hardware used in the department.
  • Ensures department personnel and operations meet safety requirements and City policy requirements.
  • Monitors inventory control for the department.
  • Acts as the department purchasing agent.
  • Fills in as Lab Analyst as needed.
  • Performs other related duties as assigned. 

QUALIFICATIONS

Education and Experience:

Requires a Bachelor’s Degree in a related field and three (3) years of experience, or equivalent combination of education and experience.

Licenses or Certifications:

Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. Certified in Wastewater Class 2 and Water Class 3. (Wastewater Class 1 and Water 1 preferred).

Special Requirements: 

This position may be required to work extended hours including evenings and weekends to respond to emergency issues.

Salary Range:  $93,279 - $97,524/annually
