JOB SUMMARY:

 

Performs complex clerical support functions in the collection of current and delinquent taxes on real and personal properties and registration of motor vehicles and tag sales.  Assists customers with questions regarding tax, tag and titles. 

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

Provides information and services to citizens in person or by telephone related to ad valorem and property taxes, property registrations, and tag sales.

 

Opens and closes assigned customer service window within required timeframes; performs required processes to set and close out window daily.

 

Collects and accounts for monies; balances at the end of each day.

 

Regular and predictable attendance is required.

 

When assigned primarily as a Tax Clerk:

 

Receives and processes current and delinquent tax payments.  Processes incorrect payments by correcting and returning to sender for correct submission of payment.  Answers questions relating to tax matters on current and delinquent tax matters and on mobile home accounts.

 

Prepares delinquent tax bills; calculates interest, penalties and fi fa charges for payoffs.  Prepares and sends delinquent tax notices as required under the collection procedures set forth by the laws of Georgia.

 

Researches unpaid tax bills for correct addresses and property transfers.  Maintains and updates files for insolvent accounts.  Maintains a bankruptcy file and processes payments made by the court.

 

Stamps the tax digests for tax bills paid and cancels tax liens on the execution dockets.

 

Answers the phone and assists mortgage companies and attorneys with tax related problems and payoff amounts for tax accounts or directs calls to appropriate staff.

 

Generates and prints taxpayer lists.  Processes timber tax and other special accounts.

 

May generate and print reports needed for processing tax and delinquent tax accounts.

 

Regular and predictable attendance is required.

 

When assigned primarily as a Tag Clerk:

 

Processes motor vehicle registrations, collects ad valorem taxes on vehicles and takes customer calls concerning motor vehicle registrations ensuring accurate and complete information is given to the customer.

 

Processes title/tag applications.  Assesses the customer’s documents to determine they are complete and correct based on tax/tag/title laws and State Motor Vehicle and Revenue Departments rules and regulations.

 

Verifies information of tag/decal assigned, correct fees assessed, customer’s signature on application, monies collected, application validated, check endorsed, tag decal verified against application, and information entered on computer system correctly.

 

Closes register by balancing monies collected to reported fees charged; completes various forms (check report, total sheet, over/short form and refund forms; in relation to monies collected.

 

Assists in the processing of vehicle fleet and dealer work.

 

May report lost/stolen tag reports to law enforcement agencies.

 

May assist in training new employees.

 

When assigned primarily as a Mobile Home Clerk:

 

Inputs information supplied by the customer into the computer system regarding mobile homes.

 

Collects taxes due and issues mobile home decals.  Processes tax payments on inventory for local mobile home dealerships.  Provides information concerning mobile homes tax information over the phone.

 

Values mobile homes in compliance with the National Manufactured Housing Appraisal Guide.

 

Makes data entry adjustments regarding values, tax map parcel numbers, and name and address of owners; deletes obsolete mobile home records.

 

Prepares and distributes current and delinquent tax notices.  Processes bankruptcy collections for mobile homes.

 

Generates reports for the Tax Assessor’s Office.

 

Collects affidavits for solid waste exemption.

 


 

When Assigned primarily as a Tag Phone Clerk

 

Answers phone and provides complete and accurate information to customers regarding tag/title information.

 

Keeps track of questions requiring additional research and verifies questions are resolved.

 

Provides relief for Tag Clerks when necessary.  Processes tag/title applications.

 

Assists with monthly tag billing.

 

All assignments may perform any and all other assignments and all perform related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

High School Diploma or G.E.D.

 

One year of clerical experience. 

 

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

 

Licenses and Certifications:

 

None.

 

Knowledge, Skills, and Abilities:

 

Knowledge of general office procedures, methods and equipment.

 

Knowledge of computer programs and ability to use programs efficiently.

 

Knowledge of department policies and procedures relating to the collection of relevant taxes and fees.

 

Ability to comprehend written and verbal material and instructions and apply to unique situations.

 

Ability to work in a team environment.

 

Ability to make mathematical calculations with speed and accuracy.

 

Ability to receive money and make change.

 

Ability to deal courteously and diplomatically with the public and be tactful with angry/hostile customers.

 

 

ADA Minimum Qualifications:

 

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

 

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

 

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours. 

 

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

 

 

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
