The City of Lilburn is seeking qualified candidates for the position of Public Works Manager. The Public Works manager is responsible for planning, organizing, and directing the overall operation of the Public Works Department which includes maintenance of city streets, right-of-way, signage, sanitation services, and streetlight. This position reports directly to the Assistant City Manager.

MAJOR DUTIES:

Supervises department staff engaged in a variety of maintenance, repair, and support activities.  Duties include:

-        Training personnel on established work methods.

-        Prioritizing and assigning work daily, weekly, and monthly.

-        Ensuring employees follow established policies and procedures.
-        Evaluating performance.
-        Making recommendations regarding hiring, salary, disciplinary action, or dismissal.
-        Developing and/or overseeing the development of operational policies and
          procedures for the department.
-        Providing guidance to staff on complex issues; resolving problems; recommending
          solutions.
-        Ensuring departmental compliance with all applicable codes, laws, regulations,
          policies and procedures.

-        Develop street maintenance priorities, repair and resurface, sidewalk repairs, and street maintenance software.

-        Inspect city streets – oversee public street conditions, collection on data and ensure GDOT and other grants related to street maintenance are acquired yearly or as needed.

RESPONSIBILITIES:

Preparing the annual general and capital projects budget for review/approval.

Approving and monitoring expenditures to ensure compliance with established budget and purchasing guidelines.

Coordinating the repair and maintenance of all city equipment utilized by the Public Works Department.

Consults with contractors, sales reps, utilities companies, and city project manager regarding a wide variety of city projects.

Coordinating the purchase, maintenance, and repair of all public works vehicles and equipment.

Answering citizens’ and business owners’ complaints or concerns relating to street maintenance, right-of-way, and sanitation services and addresses them in a timely manner.   

Utilizing the work order tracking system to track, schedule, and close out work orders and complaints.

Oversee the daily work performed by Public Works staff to ensure compliance with departmental guidelines and compliance with applicable laws, ordinances, policies, and procedures. 

Develops work schedules for assigned activities; schedules and approves off-days, vacation leave and overtime as required. 

Oversee the installation and replacement of street and traffic signs in conjunction with appropriate standards.

Assist Facilities Superintendent and Parks Manager in the facilities and parks departments as needed.

Manages the external contract for sanitation service for the city.  Works closely with contractors to ensure all aspects of the service contract are adhered to. 

Reporting departmental activities on a regular basis to the Assistant City Manager; makes knowledgeable recommendations or suggestions on issues pertaining to Public Works operations.

Administers an on call program and ensure staffing levels for operations.

Responding to after-hour emergencies.  Coordinates with other personnel during emergency responses.

Performs other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of personnel management principles.
  • Knowledge of Gwinnett County and the state of Georgia Department of Transportation operating procedures regarding roadway emergency response, street signage and planning.
  • Knowledge of relevant federal and state laws, city codes, and department policies and procedures
  • Knowledge of computers and Microsoft Office Products, work order tracking systems and other job-related software programs.

  • Knowledge of budgeting and procurement principles.

  • Knowledge of fleet management to include procurement, maintenance, and repair.
  • Familiar with quotes, grant writing, and processing bid requirements in conjunction with city policies and state laws.

PHYSICAL DEMANDS: 

The work is typically performed while sitting at a desk or table, standing, walking, bending, crouching, or stooping.  The employee occasionally lifts light objects.  Incumbents may be subjected to odors, dusts, chemicals, extreme temperatures, occasional inclement weather.  The work at times requires the use of protective devices such as masks, goggles, and gloves.

MINIMUM QUALIFICATIONS:

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.  Experience sufficient to thoroughly understand the diverse objectives and functions of the department to direct and coordinate work performed.  Minimum of two years of supervisory experience preferably in a public works or similar environment.  Basic computer skills. 

LICENSES & CERTIFICATIONS:

Valid Georgia Driver’s License. Acceptable Motor Vehicle Record. 

If not already acquired, ability obtain Public Works Management certification within 3 years.

Knowledge of or completion of NIMS related/required courses through GEMA/FEMA.

Possession of a Certificate of Public Works Management highly preferred.

The expected starting salary for this position will be determined based on the qualifications of the selected candidate. The City offers a comprehensive benefits package, including health, dental, and vision coverage. Life insurance and long-term disability benefits are paid by the City. The City participates in the Georgia Municipal Association (GMA) Employee Retirement Defined Contribution 401(a) program and a Deferred Compensation 457 (b) plan.

          Must be at least 21 years of age.

          Knowledge commonly associated with the completion of a baccalaureate degree in a relate course study and/or equivelant experience.

          Must be able to interact with the general public in a positive way.

          Must pass a Criminal History Background/Driver's History Check

          Must have a valid Georgia Driver's License

          Must provide a driver's history report from the Department of Motor Vehicles

SALARY:

$68,209.97 - 85,262.33 Annualized

$32.79 - $40.99 P/Hr.
