JOB SUMMARY
This position ensures that city objectives are being completed and evaluated, budgets are being tracked and managed within each department, and that long range goals are being set and planned. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to the City Manager through emails, calls, meetings, conferences, and reports.
HIRING RANGE:
$169,765.80 - $216,451.40
ESSENTIAL FUNCTIONS
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Assists the City Manager in ensuring the proper administration and operation of the City.
- Assists in assessing the effectiveness of City performance and makes recommendations for changes in procedures or programs to improve overall performance.
- Assists the City Manager in conducting research on administrative problems and practices; prepares comprehensive written reports; makes presentations to advise the City Manager, the City Council, and department heads on policy directions and initiatives.
- Receives, investigates, and resolves citizen and employee concerns related to work problems and complaints; interprets policies to subordinates, other divisions, elected officials, and the public.
- Assists in preparing and submitting the City’s annual budget including a complete report of the finances and activities of the city.
- In the absence of the City Manager, performs all City Manager duties and ensures functional operations and proper administration of the city.
- In the absence of the City Manager, makes and executes all lawful contracts on behalf of the City except those that may be otherwise provided by law, ordinance, or resolution.
- Attends all meetings of the Mayor and City Council, unless otherwise excused, and takes part in the discussion of all matters before the Council as necessary.
- Serves as a member of the city's Executive Leadership Team; provides information and recommendations regarding operations and assists in making decisions related to municipal government; develops and implements goals, objectives, policies, procedures, and priorities.
- Directs the operations of assigned departments or divisions, develops plans and implements goals and objectives of the divisions and their departments; recommends and administers policies and procedures.
- Analyzes the needs of the community in relation to the service provided by the divisions; makes recommendations for changes when applicable.
- Performs related work as assigned.

SUPERVISORY CONTROLS
The City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include federal, state, and local laws; the City Personnel Policy Manual; and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied administrative, supervisory, and management duties. The variety of tasks to be managed contributes to the complexity of the work.
- The purpose of this position is to assist the City Manager by managing assigned divisions and directors of the city organization.

- Contacts are typically with co‑workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, and the general public.
- Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, walking, bending or crouching. The employee occasionally lifts light and heavy objects.
- The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
The Assistant City Manager has direct supervision over Recreation and Special Events Director (1), Public Works Director (1), City Engineer (1), and Library Services Director (1).
MINIMUM QUALIFICATIONS
- Requires bachelor’s degree in public administration, Finance, Accounting or related field.
- Requires five (5) years of progressive supervisory experience which provides the requisite knowledge, skills, and abilities.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
