General Nature of Work

The purpose of this classification is to collect real estate, public utility, personal property taxes, and supervise assigned staff.  

JOB RESPONSIBILITIES

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Supervise, direct, and evaluate assigned staff, processing employee concerns and problems, direct work, counsel, discipline, and complete employee performance appraisals. 
  • Plan and supervise daily operations and activities of the Property Tax office; organize and prioritize department workload; make work assignments; monitor status of work in progress; inspect completed work; assists with complex/problem situations, and provide technical expertise. 
  • Bill and collect annual property taxes; process collection of property taxes and exemption applications; balance tax digest; reconcile collection records; collect delinquent taxes; file and remove liens; perform billing and reconciliation for the public utility digest; prepare and submit related reports.  
  • Provide information and assistance regarding property valuations, tax assessment rules/regulations, procedures, or other issues; explain tax policies involving the levy and collection of taxes; research problems and initiates problem resolution; interpret and apply local, state and federal codes and guidelines pertaining to personal property. 
  • Respond to formal appeals related to property valuations or other department operations; provide information; verify records; conduct additional research and field reviews; provide documentation; and modify appraisals as appropriate. 
  • Supervise the creation and maintenance of computerized personal files; maintain listing, assessment, and appraisal information; update and maintain department assessment records and files and databases; enter and retrieve data from information systems; and generate computerized reports. 
  • Serve as liaison to county and other governmental boards and agencies; attend meetings and public hearings; publish advertisements; coordinate mapping or property splits and combinations;  
  • Communicate with City officials, employees, other departments, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. 
  • Prepare, type, proofread, and/or complete various forms, reports, purchase orders, correspondence, budget documents, letters, meeting agendas and minutes, charts, graphs, spreadsheets, or other documents. 
  • Receive various forms, reports, correspondence, logs, budget documents, invoices, purchase orders, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; review, complete, proofread, process, forward, or retain as appropriate.  
  • Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new trends and advances in the profession; attend workshops and training sessions as appropriate. 
  • Operate a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software. 
  • Perform other related duties as assigned.

  • Ability to evaluate, audit, deduce, and/or assess data using established criteria.
  • Ability to exercise discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. 
  • Ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance. 
  • Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. 
  • Ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. 
  • Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. 
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. 
  • Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria. 

MINIMUM QUALIFICATIONS

Bachelor’s degree in Finance, Accounting, Business Management, or related field; supplemented by three (3) years of experience in tax billing and collection in the municipal setting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must possess and maintain a Georgia driver’s license. May be required to obtain and maintain certification as Notary Public.

Physical Requirements: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met. 

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
