Fleet Services Manager

JOB SUMMARY:

 

Plans and directs the day-to-day operations of the fleet maintenance shop to provide main­tenance, repair and refueling of all County fleet equipment.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

Manages the daily operations of the County's Fleet Maintenance Shop.

 

Plans, develops and controls, a master preventative maintenance schedule on County vehicles and heavy equipment; may authorize vehicles and heavy equipment to be pulled from service for maintenance.

 

Establishes work order scheduling system to plan routine maintenance and for emergencies on equipment failures.

 

Maintains all records of vehicle and equipment maintenance.

 

Assures inventories of parts and supplies are at levels necessary to complete the timely repair of vehicles and heavy equipment; establishes sources for emergency parts.

 

Develops, implements and maintains employee safety program for maintenance shop.

 

Analyzes maintenance activities, and determines how to reduce maintenance cost per vehicle.

 

Inventories vehicle fleet annually; determines condition of vehicles.

 

Coordinates delivery of requested repairs and supplies to supervisors and workmen.

 

Dispatches mobile lube truck and/or welding equipment to perform preventative maintenance and repair activities.

Arranges for machinery to be repaired in field or arranges transportation of heavy equipment to and from con­struction sites.

 

Investigates accidents involving County vehicles and equipment; writes reports of same. Is called to the scene of all County vehicular accidents to take photos and gather information.  Sits on County Accident Review Board.    

 

Interviews, makes hiring recommendations, plans and assigns work, performs employee reviews and disciplinary actions and supervises mechanics, technicians, clerical and stockroom personnel.

 

As a division head, is required to be on call 24/7 to respond to emergency situations.

 

Develops and administers budget; orders supplies and equipment.

 

Coordinates the specs written for fleet equipment purchases and coordinates the disposal of all fleet surplus items.

 

Regular and predictable attendance is required.

 

Performs other related duties as required.

 

 

MATERIALS AND EQUIPMENT USED:

 

Standard office equipment.

 

 

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

Associates Degree in a Business or Automotive related field.

 

Ten years experience in automotive and heavy equipment repair; with at least five years supervisory experience.

 

Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.

 

Licenses and Certifications:

 

Class B Driver's License and a satisfactory Motor Vehicle Record (MVR).

 

Post Certified for supervision of inmates required within one (1) year.

 

Knowledge, Skills, and Abilities:

 

Knowledge of equipment used in shop. 

 

Knowledge of automotive and heavy equipment repair and main­tenance. 

 

Knowledge of preventative maintenance programs, work order scheduling, and parts and material control.

 

Knowledge of automotive shop management.

 

Ability to effectively manage and motivate other employees.

 

Ability to compile, compose, and maintain reports.

 

Ability to communicate clearly and effectively, both orally and in writing.

Physical Ability:  Essential functions continuously require the ability to remain in a stationary position (sitting or standing); move oneself by walking about office or garage; repetitively use hands/arms/legs; and move/transport items weighing up to 10lbs. Incumbents must continuously think analytically; handle stress/emotions; concentrate on tasks; remember names and other details; make decisions; adjust to change; and examine/observe details. Additionally, essential functions require the continuous ability to be on call and work irregular hours; attend work related meetings and trainings; direct others; maintain stamina throughout the workday; meet deadlines; operate equipment; stay organized and use math/calculations.

 

Essential functions frequently require the ability to handle confidential information.

 

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; ascend and descend ladders, stairs, and ramps; move oneself by crawling on hands and knees; reach overhead; position oneself by crouching or kneeling; maintain body equilibrium to prevent falling when walking, standing, or navigating narrow, slippery or erratically moving surfaces; push or pull items; move/transport items weighing between 11lbs and 100lbs. Incumbents must occasionally use a keyboard or type.

 

 

Sensory Ability:  Essential functions regularly require the ability to use effective verbal and written communication; use hand/eye coordination; fine manipulation to use tools and equipment; and discriminate colors.

 

Environmental Factors:  Essential functions are continuously performed with exposure to risk of bodily injury from hazards including chemical, electrical, sharp objects/tools and heavy machinery; working in constricted spaces; dirt/mud, fumes, gasses, odors, dust, grease and oil; moving mechanical parts; hot temperature devices including burners and flame torches; vibration; and wet, slippery floors and surfaces. Incumbents continuously work with others or work alone.

 

Essential functions are frequently performed with exposure to adverse environmental conditions including inclement weather; extreme hot or cold temperatures; humidity and moisture.

 

Essential functions are occasionally performed with exposure to risk of bodily injury from biological hazards; falling objects; and falling from high heights/high places.

 

Incumbents regularly work around equipment and machinery; operate vehicles; and walk on uneven ground.
