JOB SUMMARY                                                                                                                                                                              

Under administrative direction of the Public Works Director, oversees trees/landscape planning and maintenance program for all city right of way, city greenbelts, and city facilities. Plans, designs, and budget city tree/landscape improvement.

$70,541.20 - $89,940.02

ESSENTIAL FUNCTIONS                                                                                                                                                                            

  • Manages the Arboricultural On-Call Contract, Responsible for tree related emergency response.
  • Coordinates with other jurisdictional authorities as required.
  • Serves as a technical resource to City staff, residents, and contractors.
  • Identifies potential hazard tree and/or tree and infrastructure conflicts and then develops appropriate solutions.
  • Investigates citizen inquiries regarding potential tree hazards; Works with residents to obtain removal of hazard trees on private property that pose a risk to City right-of-way or facilities.
  • Assist in planning and execution of the City’s Arbor Day Observance on the third Friday in February.
  • Required to be on call and oversee a team during storms, natural disasters, tree issues and other situations that may arise.
  • Diagnose insect and disease problems in trees and supervise pesticide or other chemical applications.
  • Develop a Tree Management Plan.
  • Evaluate trees with respect to their potential as safety hazards and respond to tree related emergencies.
  • Creates work orders for Public Works personnel as needed.
  • Attends seminars and other training programs as they relate to municipal arboriculture and urban forestry; Obtain CEUs as required for continued certification as an ISA Arborist and GSWCC Level 1A holder; Maintain certification as a licensed Pesticide Applicator.
  • Assists Public Works staff, responsible for utility permitting, regarding potential impacts to trees/landscape located in the right-of-way.
  • Works with Public Works personnel to provide training and instruction as needed to employees working with tree equipment, and training in proper procedures in tree pruning and planting.
  • Coordinates and oversees the work of Tree Contractors as necessary.
  • Communicates with the public to resolve citizen complaints and concerns.
  • Performs tree risk assessments in city greenbelts and rights-of-way and completes reports.
  • Acts as the liaison for committees/council as it pertains to urban forestry.
  • Investigation and abatement of public nuisances from hazardous trees.

       KNOWLEDGE REQUIRED BY THE  POSITION                                                                                                                                                                

  • Knowledge of municipal public works principles and practices as it relates to care and maintenance of trees, shrubs and related environmental features.
  • Knowledge of principles and practices in the use and application of chemical herbicides, pesticides in the control, care, treatment and maintenance of trees and shrubs.
  • Knowledge of principles of landscape design and planning.
  • Knowledge of safety and departmental rules and regulations.
  • Skill in operation and maintenance of specialized equipment, tools, and machinery including small dump trucks, bucket truck, trees spade, backhoe, compressor, chipper, air spade, various arboreal hand tools, testing equipment and other tools.
  • Skill in oral and written communication and public and interpersonal relations.

  GUIDELINES                                                                                                                                                                              

Guidelines include federal, state, and local laws; the City Personnel Policy Manual; and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

  COMPLEXITY/SCOPE OF WORK                                                                                                                                                                              

  • The work consists of varied administrative, supervisory, and management duties. The variety of tasks to be managed contributes to the complexity of the work.
  • The purpose of this position is to supervise the city's public works operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.

  • Contacts are typically with co‑workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

  PHYSICAL DEMANDS/ WORK ENVIRONMENT                                                                                                                                                                     

  • The work is typically performed while intermittently sitting, standing, stooping, walking, bending or crouching. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office.

   SUPERVISORY AND MANAGEMENT RESPONSIBILITY                                                                                                                                                      

The Assistant Public Works Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

  MINIMUM QUALIFICATIONS                                                                                                                                                                              

  • Background in urban forestry, environmental science, botany, or related field preferred and 3 years of forestry experience, including 2 years in urban forestry, or an equivalent combination of education and experience.
  • International Society of Arboriculture (ISA) Certified Arborist and Tree Risk Assessment Qualification (TRAQ).
