Police Records Specialist

Listing Summary

The City of Lilburn is seeking qualified candidates for the position of Police Records Specialist. This position is responsible for performing a wide variety of clerical duties within the Police Department to include serving customers at the Police Department window, maintenance and dissemination of police reports and other department documents and is responsible for updating and maintaining information within the GCIC system. This position reports directly to the Support Services Manager.  

Job duties include, but are not limited to the following: 

  • Police Department receptionist duties; greet and assist customers, answering and directing calls, taking messages. 
  • Responds to the public, news media, attorneys, insurance companies, and other agencies in accordance with the Open Records Act and as requested by other authorized Federal, State, or Local Court/Police personnel/agencies. Processes all Open Records requests to include access to Computer Aided Dispatch reports, records management reports, photos, case file documentation, and uploading audio/video files. 
  • Processes citations for all courts. 
  • Reviews police reports and case documents for NIBRS accuracy and completion. Maintains all case numbers using the computer aided dispatch system. 
  • Submits completed accident reports to the State. 
  • Files citations, police reports, case documentation, and other records per department guidelines. 
  • Maintaining and updating the GCIC computer system to include:
  • Monitors and responds to the GCIC computer system for hit confirmation requests and messages.
  • Enters, modifies, updates, cancels, and clears information in the GCIC computer system to include wanted/missing persons, criminal history records, stolen/abandoned/recovered vehicles, guns, articles, and securities. Updates the records management system.
  • Processes served warrants and located vehicles, guns, articles, securities, and missing persons.
  • Provides vehicle identification information to wrecker services.
  • Validates entries according to GCIC policy and procedure.
  • Checks arrestee’s criminal history record for accuracy.
  • Processes record restrictions.
  • Provides background checks in accordance with GCIC policy and procedure for the public, city hall licensing, and employment. 
  • Retains and disposes of all police case files and reports in accordance with the adopted City and State Records Retention Schedule.  
  • Processes the False Alarm Report for accurate billing. 
  • Provides fingerprint services to the public for licensing and employment purposes. 
  • Provides Park incident reports and monthly park statistics to the County Parks & Recreational Department. 
  • Provide crime analysis reports to Community Outreach, as needed. 
  • Updates and maintains license plate reader information. 
  • Maintains and balances daily cash collections. 
  • Policy and procedure compliance. 
  • Performs other duties of a similar nature as assigned. 

REQUIRED KNOWLEDGE & SKILLS: 

Knowledge of:

 Basic office practices and procedures. 

  • Personal computers and standard office software to include Microsoft Office Suite and Outlook. 
  • Knowledge of the regulations and procedures of the state and national crime information systems. 
  • City and departmental policies and procedures. 
  • Applicable federal and state laws and city ordinances. 
  • City’s geography and street system. 
  • Basic math and the ability to manage cash transactions. 

Skill in: 

  • Providing excellent customer service, including practiced telephone etiquette. 
  • Effective oral and written communications. 
  • File management. 
  • Organizing and overseeing a variety of assignments and prioritizing work. 
  • Operation of basic office equipment and computers. 
  • Interpreting and complying with all City and Department policies, procedures, applicable codes, and ordinances.

PHYSICAL DEMANDS:

Work is typically performed while sitting, standing, walking, stooping, bending, or crouching. Position may require pushing, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions.

Light Work:  Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

MINIMUM QUALIFICATIONS:

High School Diploma or G.E.D. equivalent, supplemented by two years customer service and/or records management experience, preferably in a local/municipal government setting, or any equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position. 

SPECIAL REQUIREMENTS:

Must pass a comprehensive background investigation to include criminal history check.

Possession of GCIC certification or the ability to obtain certification within ninety (90) days from date of hire.

Must be able to obtain a notary certificate within ninety (90) days from date of hire.

The expected starting salary range for this position will be determined based on the qualifications of the selected candidate. The City offers a comprehensive benefits package, including health, dental, and vision coverage. Additionally, life insurance and long-term disability benefits are paid by the City. The City participates in the Georgia Municipal Association (GMA) Employee Retirement Defined Contribution 401(a) program and a Deferred Compensation 457 (b) plan.
