JOB SUMMARY
The Executive Director role is to support the Urban Redevelopment Agency (URA) and Department of Community Development. This position would be responsible for administering the functionality of existing and future programs that support the URA area such as rehabilitation of dilapidated properties, expanding access to affordable housing opportunities, and fostering economic development.
MANAGEMENT MAJOR DUTIES
· Will be the lead staff person for the Urban Redevelopment Agency Board; facilitates board meetings, prepares agenda/minutes, record keeping; and works with board members while providing leadership and strategies for redevelopment plan implementation.
• Works with the URA Board in setting short- and long-term goals and will be responsible for assigned projects or development opportunities while providing general direction of projects and project management.
• Will assist in fundraising opportunities and setting a financial sustainability plan for the URA
• Manages the departmental budget, purchasing, and financial recordkeeping
• Seeks funding opportunities, partnerships, and programs that will enhance and contribute to the goals of the URA Board and the City of Tifton.
• Develop grant proposals and oversee effective implementation of awarded funding; Responsible for overseeing assigned grant programs, grant agreements, and ensuring grant requirements are met and all necessary reports and documents are submitted accurately and on time.
· Accountable for arranging funding for activities from private and public sources, as well as writing grants for funding or program outreach
· Works closely with the Youth Center’s contracted agencies to further develop and enhance its programming and activities; and oversees the contracts to ensure compliance
· Analyze local real estate, demographics of the URA area, socioeconomic and other relevant data to promote the needs and vitality of the city
· Works closely with civic groups, community partners, and neighborhood groups to communicate URA plans and community development projects to strengthen community outreach.
· Completes all work assigned by the City Manager and works with other city departments on development, planning, ordinances, and recommendations for policy and future projects.
KNOWLEDGE REQUIRED BY THE POSITION
· Ability to work independently with minimal supervision while exercising good judgment and initiative.
· Knowledge of departmental and city policies and procedures and federal, state, and local guidelines.
· Knowledge of city streets and geography.
· Knowledge of computers and job-related software programs.
· Skill in the analysis of implementation of solutions.
· Skill in the preparation of clear and precise reports.
· Skill in oral and written communication.
SUPERVISORY CONTROLS
The City Manager provides oversight of assigned work, plan implementation, compliance checks, and department operations. The URA Board develops overall vision, goals, and action plans for positive redevelopment, growth, and economic enhancement of the Urban Redevelopment Area.
GUIDELINES
Guidelines include the city codes and ordinances, state and federal law, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of related compliance and enforcement duties regarding adherence to the City’s local ordinances. Strict regulations combined with the unique circumstances of each case in question contribute to the complexity of the position. The ability to implement plans and achieve goals with minimal direction or assistance
CONTACTS
· Contacts are typically with members of the URA Board, co-workers, other city employees, representatives of state/federal agencies, business owners, property owners, contractors, investors and members of the general public.
· Contacts are typically to provide services, to give or exchange information, to resolve problems, or to motivate or influence persons.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
· The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects.
· The work is typically performed in an office. The employee may be exposed to noise, dust, dirt.

MINIMUM QUALIFICATIONS
· Bachelor’s Degree in related field, Master’s degree preferred.
· Experience reporting to a board is a plus. Must posses’ excellent proven interpersonal skills, sound judgement, and strong communication skills
· Experience in planning, community development, or grant administration is a plus
· Possession of or ability to obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
· Three (3) years of relevant experience within a government entity or non-profit organization, is required.
