JOB SUMMARY:
Performs and oversees appraisal of residential property establishing ad valorem tax base for Hall County. Prepares tax schedules and analyzes property sales data and current appraisal rates to ensure fair and equitable assessment of all real property. Assist the commercial/industrial appraiser on an as needed basis.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Assist the Appraisal Supervisor and Appraisal Manager with the more complex variety of appraisals and appraisal projects.
Assist the Commercial Appraiser on an as needed basis with field work, data entry and various aspects of the commercial/industrial appraisal process.
Assists subordinate appraisal staff and oversees their activities; assists in training subordinate appraisal staff..
Compiles ratio and market study data reporting relationships between reported sales and appraised values used for taxation to ensure Hall County is assessing property fairly and equitably and according to all ad valorem taxation regulations; makes recommendations for adjustments to types of property not properly valued.
Monitors research conducted by designated appraisers to ensure quality, accuracy, and efficiency is exercised in the collection of data required to prepare various appraisal instruments; develops pricing and valuation schedules to ensure proper valuation of all real property (buildings and land) in Hall County.
Conducts field studies to determine assessment value of property; locates and inspects property, measures and sketches property, assesses structure age, quality of construction, depreciation, etc.; obtains zoning, related market data, etc.; records data on property cards; calculates value of property; answers questions from property owners.

Prepares and presents appeal cases on assessment notices to the Board of Equalization as necessary; presents appeals to Supreme Court.
Reviews parcels of land to determine if adjustments in value need to be granted for topographical factors such as gullies and inclines which may impact use; appraises land in which a parcel of land has been subdivided to assure proper valuation for each tract of land.
Assists in preparing various reports, schedules, market and ratio studies, and research for Chief Property Appraiser and the Board of Tax Assessors.
Maintains vehicle reports monitoring gas consumption, usage, and maintenance; submits annual summaries for inclusion in the department annual report.
Regular and predictable attendance is required.
Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School Diploma or G.E.D.
Five years property appraisal experience.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
Georgia Department of Revenue Appraiser III Certification. If not already certified, must obtain Appraiser II certification with 12-months and Appraiser III certification with 24-months. If already certified as an Appraiser I or II, must obtain Appraiser III certification within 12-months. Must meet annual requirements to maintain certification.
Valid Class I Driver's License and a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills, and Abilities:
Knowledge of accepted appraisal techniques and methods used in placing values on residential property.
Knowledge of basic materials and methods used for residential construction.
Ability to research building costs, sales data and other pertinent information when appraising residential property.
Ability to communicate clearly and effectively, both orally and in writing.

Essential functions frequently require the ability to remain stationary (sitting or standing); move inside the office and at appraisal locations including building sites and manufacturing locations by walking; maintain body equilibrium to prevent failing when walking, standing, or navigating narrow, slippery or erratically moving surfaces; grasp office items and appraisal tools; use hand/eye coordination and fine manipulation to use tools and equipment. Incumbents are frequently required to attend work related meetings and trainings; handle confidential information; and operate equipment.
Essential functions of this position occasionally require the ability to bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; move/transport up to 10lbs; push or pull items; ascend and descend ladders, stairs, and ramps; reach overhead; and position oneself by crouching or kneeling. Incumbents must occasionally direct others.
Sensory Requirements: Essential functions continuously require the ability to communicate effectively both verbally and in writing.
Environmental Factors: Essential functions continuously require the ability to work in a high stress/emotional environment. Incumbents are regularly required to work alone and/or with others.
Essential functions frequently require exposure to extreme temperatures and humidity while working outside; extreme dry environments; dirt/mud, fumes, gasses, odors, dust, grease, and oil; and wet/slippery floors or surfaces.
Occasionally, essential functions require exposure to extreme temperatures while working inside, risk of bodily harm from hazards of sharp objects/tools and heavy machinery; and extreme noise.
