Founded in 1887, the City of East Point boasts a rich history and a vibrant, ethnically diverse community. Named for its location as the eastern terminus of the Atlanta & West Point Railroad, East Point began as a small railroad settlement with just 16 families in 1870. Today, it has evolved into a thriving city that offers the full benefits of urban living while retaining its unique charm.

The Finance Director for the City of East Point plays a vital role in overseeing the city's financial strategy, managing an operating budget of $72,085,982 for 2025 and an overall budget of $209,965,678 that encompasses all funds. These funds include the Municipal Option Sales Tax (MOST), Transportation Special Purpose Local Option Sales Tax (TSPLOST), various grants, Hotel/Motel Tax, Tax Allocation Districts, as well as the Water, Sewer, Electric, Stormwater, and Solid Waste funds.

The Finance Director is the driving force behind developing and implementing operating and capital budgets, ensuring that financial planning aligns with the city's strategic goals and community priorities. This position involves close collaboration with all city departments to guarantee that resource allocations effectively support the city's initiatives, infrastructure needs, and long-term sustainability.

As the head of the Finance Department, the Finance Director leads a team dedicated to maintaining the city's fiscal integrity. This team is responsible for monitoring the city's financial health, preparing comprehensive financial reports, managing revenue and expenditure forecasts, and maintaining compliance with local, state, and federal regulations. The Finance Director also oversees the city's accounting, purchasing, payroll, and financial management systems, ensuring efficiency, accuracy, and transparency in all financial operations.

In addition to managing day-to-day financial operations, the Finance Director plays a crucial advisory role to the City Manager, Mayor, and City Council, providing expert guidance on fiscal policy, economic trends, and financial risk management. This role involves presenting financial data and analysis, making recommendations for financial decision-making, and developing strategies to optimize the use of city resources.

As a key member of the City of East Point's executive leadership team, the Finance Director contributes to shaping the city's overall strategic direction, fostering a culture of accountability, and promoting sound financial stewardship to enhance the quality of life for all residents. The Finance Director also engages with external stakeholders, including auditors, bond rating agencies, and financial institutions, to maintain the city’s financial credibility and secure funding for essential community projects.

The ideal candidate for this position is a dynamic and forward-thinking leader with a strong background in municipal finance, exceptional analytical skills, and a commitment to transparency and ethical governance. This role requires a strategic mindset, a collaborative approach, and the ability to drive financial innovation to support East Point's continued growth and prosperity.

The position requires the successful candidate to meet the following qualifications:

  • Bachelor’s degree required in Finance, Business Administration, or a closely related field; Master’s degree preferred.
  • CPA certification is desired.
  • Minimum of twelve (12) years of progressively responsible financial management experience, with a minimum of five (5) years in an upper supervisory management position.
  • Advanced knowledge of public accounting, utility accounting, fixed assets accounting, finance, budgeting, and auditing principles, procedures, and techniques.
  • Equivalent combination of education and experience

The hiring range for this position is $82,400 - $145,000.
